NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
SUMMARY.. This is the public hearing on the final draft of the
City's Source Reduction.. and Recycling Element, the
Household Hazardous Waste .Element and the Negative
Declaration of Environmental Impact for both Elements.
In September, 1990, the public hearings were held on the
preliminary drafts of -the Source Reduction and Recycling Element
(SRRE) and Household Hazardous Waste Element (HHWE). At that time
comments and recommendations were received from the public, .the
Planning Commission,. the Waste Management and Environmental Quality
Commission,the Los Angeles County Integrated Waste Management Task
Force and the California Integrated' Waste Management Board. On
September 30, 1990, the,City Council provided final direction to
staff to prepare the final drafts of these Elements.
In the first week.of January, the final drafts.of these Elements
were delivered to the City Council, Planning. Commission and the
Waste Management and Environmental Quality Commission. At the same
time, copies were placed in the Library and generally made
available to; the public. The Planning Commission conducted a
public hearing. on January 13 at which time they unanimously
recommended approval of the SRRE and the-HHWEand certification of
the Negative Declaration of .Environmental Impact. The Waste
Management and Environmental Quality Commission conducted a public
hearing on January 16 at which time they recommended approval of
.the SRRE and.HHWE.
SOURCE.REDUCTION AND RECYCLING ELEMENT
The SRRE has been revised to respond to those comments and
recommendations that are within the limits of the regulations for
the preparation of a SRRE. Appendix G specifically responds to the.
County and State comments. More important, the final draft clearly
states the direction from the City Council to rely on the private
sector to the degree feasible. I
The projected cost impacts are shown in Table 9-1 on Pages 9-3, and
9-4. The County and the City Council specifically asked for this
information. Not all of the costs are known, however, and not all
of the costs shown will be the final actual cost. However, the
Table does give the order of magnitude for these costs.. The actual
costs will not be known until the programs and projects are
considered for implementation.
The objective of the SRRE is to employ programs and projects .to
divert waste from landfills. The goals of a 25 percent diversion
by 1995 and 50 percent diversion by 2D00 are required by State law.
The City of West Covina's SRRE achieves a 30.5 percent and 51.8
percent for those years, respectively.
This report will not attempt to reiterate the programs and projects
for the SRRE. Staff has attached the Tables from each component to
provide the City Council and public a convenient listing of these
programs and projects.
The adoption of the SRRE is just the beginning of a very complex
and costly effort to better manage our resources. The region is in
a landfill shortage crisis now. It will get worse in the coming
months.
By " 1993 "this' crisis will. be, magnified with the "closing of some
landfills. I:t is imperative that the, -programs. and projects
discussed in the.SRRE are implemented expeditiously. They can be
impleie*nted-.1n'a coordinated way"with other cities and the private,
sector to minimize costs. However, the cost to the public in the
future will be greater.than today..
HOUSEHOLD HAZARDOUS WASTE ELEMENT
The Household Hazardous Waste Element for the'City'relies heavily
on the countywide program for .the collection of -household hazardous
wastes. The operation -of this program is to begin in 1992 A.56G
per ton... fee .has been put into place, to,. fund the pro_ grams. The
countywide_ program will•cost'several million"dollars.
The City's HHWE has a contingency plan if needed. This'plan calls
-for the City to conduct and fund household hazardous waste .roundups
in the spring and 'fall of each year. -The cost will be $150;000 to
$260,,0,00"per: event. Staff'beli.eves this, --is not'a"cost-effective
program for. the -City. This approach should only_ be"used if the
County. program is determined to be ineffective for the. City's
residents
NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
A Negative -Declaration of,Environtental:Impact has been prepared
for this project. The' Initial Study and, Environmental
Determination has : been -circulated as required. by.CEQA. _No comments
have been received.
The...certif;ication of this Negative Declaration by no means
eliminates ;.the need for further environmental reviews as. -the
programs and projects come -"- forward for implementation.. This:
Negative,:Declaration only addresses wha.t.is known today. As more
information and. details are accumulated or :implementation, the
environmental.consequence's will be-required'to.-be,reviewed.
'RECOMMENDATION
It is recommended:by the Planning"Commission, the Waste.Management
-and. Environmental Quality Commission and staff .that the City
Council, approve. the final 1 drafts of the Source Reduction and
Recycling, Element and Household Hazardous' Waste Element.. and, certify
the adequacy of the Negative Declaration'.of'Environmental. Impact by

NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
APPLICANT:' City of.West Covina
LOCATION: City of West. Covina — City Wide
WHEREAS, the State of California has adopted legislation
which requires all cities in the State to divert waste from
landfills by 25% by the year 1995 and 50%.by the year.2000; and
WHEREAS, the State of California requires that each city
develop a Source Reduction and Recycling. Element and a Household
Hazardous Waste Element as part of., its, response to the waste
crisis; and,.
WHEREAS,'the Source Reduction and Recycling Element and
the Household Hazardous Waste Element are considered a project
pursuant to the California. Environmental Quality Act of 1970, as
amended; and
WHEREAS, an initial study was prepared for said project;
and
WHEREAS,based upon the findings of the initial study, it
was determined that the project .could not result in and a Negative
Declaration of Environmental Impact therefore was prepared; and
WHEREAS,. the environmental evaluation of the Source
Reduction and Recycling Element and the Household Hazardous Waste
Element was considered by -the Planning Commission at a duly
advertised public hearing on January 13, 1992; and.
WHEREAS, based on the evidence present to the Planning
Commission of the City of West Covina, both oral and documentary,
the'Planning Commission finds,as follows:
1. The project involves adoption of the Source
Reduction and Recycling Element and the Household
Hazardous Waste Element.
2. The policies and implementation programs set forth
in the document will not, in and of themselves,
cause any adverse impact on the environment.
3. At the time any implementing action occurs a
separate initial study and environmental assessment
may be conducted. •
4. There will be no significant impacts on fish and
wildlife species in the State of California as a
result of this project.

West Covina does hereby resolve as follows:
SECTION NO. 1.: After receiving and considering all

as well as other appropriate public and agency comments,
the Planning Commission of the City of West Covina hereby
recommends to the City Council of the City of West Covina
certification of the Negative Declaration of
Environmental Impact.
SECTION NO. 2: The Secretary is instructed to forward a
copy of this resolution to the City Council, for its
attention in the manner prescribed by law.

REDEVELOPMENT AGENCY
SUMMARY: The Board will review the Biennial Report which reviews the
activities of the Agency for calendar years 1990 and 1991.
DISCUSSION
California Community Redevelopment Law (Health and Safety Code, Section 33000 et
seq.) requires the Redevelopment Agency to biennially conduct a public hearing
to review and evaluate the progress of the redevelopment plan for each
redevelopment project. This requirement is stated specifically in Section
33348.5 of the California Community Redevelopment Law as follows:
"The Agency shall, biennially, conduct a public hearing for the
purpose of reviewing the redevelopment plan for each redevelopment
project within its jurisdiction and evaluating its progress, and
shall hear the testimony of all interested parties. Notice of the
hearing shall be published pursuant to Section 6063 of the
Government Code and posted in at least four (4) prominent places
within the project area for a period of three (3) weeks.
Publication and posting shall be completed not.less than 10 days
prior to the date set for the hearing.
"This Section does not apply to any agency of a city, county, or
city and county, if such city, county, or city and county has a
population not exceeding 75,000 persons."
This report represents the progress of the City's redevelopment plans for the
Central Business District Project and the Eastland Redevelopment Project as
implemented by the Redevelopment Agency (City Council) for calendar years 1990
and 1991. The Agency shall review and evaluate the progress of the individual
redevelopment projects and hear testimony of all interested parties.
RECOMMENDATION
It is recommended that the Redevelopment Agency receive and file the Biennial
Report for calendar years 1990 and 1991.

REVIEW OF CITY OF WEST COVINA REDEVELOPMENT AGENCY ACTIVITIES
FOR
CALENDAR YEARS 1990 AND 1991
Introduction
Pursuant to California Community Redevelopment Law (Health and Safety Code, Section
33348.5 et seq.) redevelopment agencies of entities exceeding 75,000 population must biennially
conduct a public hearing to review and evaluate the redevelopment plan for each redevelopment
project. This report, together with the 1990-1991 Redevelopment Agency Biennial video to be
presented at the public hearing on January 21, 1992, have. been prepared to satisfy those
requirements.
Since its formation twenty years ago, the West Covina Redevelopment Agency has played a key
role in providing increased revenues and economic enhancement to the city in the form of
increased sales tax, as well as creating additional jobs, increasing private investment and
improving the quality of life in West Covina. Today, approximately forty-two percent (42 %)
of the sales tax generated within the city comes from Agency -assisted projects. This type of
achievement is attained by an ongoing commitment to the goals of the Agency, which are:
identify and plan economic and physical development for areas in
the city that need revitalization;
direct and monitor programs and projects to prevent the spread of
physical and/or economic blight; and
expand the tax base and create jobs to assure economic stability for
the city and the community.
During these past two years there have been dramatic changes in the economy which have
impacted essentially all markets and industries. Although the Agency has been impacted by
these changes as well, a great deal of activity has continued during the 1990 and 1991 calendar
years. The Plaza at West Covina, The Lakes Office Development, West Covina Parkway Plaza,
Eastland Redevelopment Project Amendment, Central Business District Streetscape Plan, and
the Citywide Strategic Marketing Plan are among the many projects in which the West Covina.
Redevelopment Agency has participated over the last two years.

The following narrative will describe activities during the past two years on specific projects in
each of the Agency's two project areas, as well as those projects that are more general in nature
which address the needs of the entire city and community.
CENTRAL BUSINESS DISTRICT PROJECT AREA
The Central Business District (CBD) Redevelopment Project area was adopted in 1971. The
primary objective of the CBD Project area was and continues to be to unify and strengthen the
city's commercial core. The following is a brief summary of projects within the original Central
Business District Project area, as well as the Amended Central Business District Project area
during calendar years 1990 and 1991.
Fashion Plaza Renovation and Expansion
Due to a recognized need. to upgrade Fashion Plaza to. keep pace with other nearby regional
malls, the last two years have seen a flurry of activity in and around Fashion Plaza. An
extensive renovation program was undertaken, which included the addition of the Sylvan Food
Park in the center of the mall, new skylights, fountains, carpeting, new tile, upgrading of store
fronts, new escalators at both ends of the mall, -as well as an entirely new entrance on the
freeway side of the mall. The exterior was also repainted and the parking lot landscaping
replaced, which contributed to a total new look and enhanced freeway visibility. These major
renovation efforts were proudly displayed at the mall's Grand Opening in August 1990. In
addition to all of these improvements, Fashion Plaza became "The Plaza at West Covina" and
a new sign reflecting this name, with an electronic reader board, was installed in December
1991. All of this was possible as a result of partnerships and agreements with the Agency and
the owners of the mall. The renovation represents a $17 million investment by the
owners.
To facilitate the expansion, a $45 million Mello -Roos Community Facilities District (CFD) was
created by the Agency for land acquisition and parking facilities construction. The developer
is responsible for an additional $77 million in privately financed construction costs, for total
development costs of approximately $120 million. The expansion will include relocating the
May Company department store from Eastland Center to The Plaza, as well as constructing an
additional 100,000 square feet of retail space (about 50 additional shops) and adding
approximately, 82,000 square feet of banking and retail space on the periphery of The Plaza
along Vincent Avenue. Also included in this phase will be the addition of enhanced entryways
for easier access to The Plaza. The preliminary stages of the expansion have been the focus of
much effort during this period, including the acquisition of properties, relocation of tenants, and
ultimate demolition of buildings to make way for the expansion to begin. Also necessary for
the planned expansion is the closing of the California Hook Ramp, the realignment of California
Avenue along the east end of The Plaza, and the relocation of utility lines and services. The
Agency has been particularly cognizant of all legal and environmental issues and concerns during
this phase. These same issues have caused considerable delays, contributing in part to the
modified targeted opening date of the expansion from the Spring of 1992 to 1993.

Nearly 26 acres of developed land needed to be acquired to accommodate the expansion, provide
the necessary parking, and develop the retail space. This meant the acquisition of 18 properties
and relocation of 39 tenants. Both of these activities have proceeded very smoothly. All of the
tenants have been relocated except for the two remaining until their new buildings are complete
(Bank of America and Household Bank). Lenscrafters has also agreed to locate to a new facility
on site, which was not in the original design, but will remain at its existing location until their
new building is complete. Of the 39 tenants, 26 have relocated within West Covina, 8 outside
(all but one of those in, neighboring communities), and 5 have discontinued business. The
Agency has obtained fee title or possession for all properties except the Post Office site, Union
Oil, and the Hook Ramp.
Parkway Plaza
Adjacent to The Plaza on the south side of West Covina Parkway was another shopping area
known as the Country Mart Center, developed in 1975, which needed renovating and upgrading.
In August 1991, the Agency entered into an Owner Participation Agreement with the
owner/developer, Burnham USA Equities, for this purpose. This $12 million project, including
land acquisition, construction and renovation, represents Agency participation in the amount of
$1.35 million. The former Reuben's & Coco's restaurants were demolished to make way for
a new Good Guys electronics store, which will serve as the anchor in this center. The Good
Guys opened their doors officially in October 1991, followed shortly thereafter by Party World,
which took a large renovated space within the center. Other improvements include the
expansion of The Sizzler restaurant, as well as new storefronts, landscaping, and signage
throughout the center. Included within the agreement with Burnham is a provision for cultural
enhancements to the community in the form of free rent and some tenant improvements for the
West Covina Playhouse, or a comparable contribution elsewhere in the community.
Although routine maintenance and repair is ongoing in shopping centers, there is a point at
which the center begins to lose its edge in the marketplace without a total renovation and "new
look" becoming necessary. The industry standard for shopping centers is 7-10 years. This
standard was exceeded at Parkway Plaza; however, the current activity in this center as a result
of the addition of the Good Guys, Party World, new signage, plus some of the landscaping
improvements is further evidence of the need to periodically renovate and upgrade.
The Lakes at West Covina
The Lakes at West Covina is planned as a major mixed -use, multi -phased business center. The
initial phase of The Lakes was a $24 million project consisting of the construction of two four-
story office buildings totalling 180,000 square feet, with parking structures for 700 cars, as well
as a unique water garden setting featuring a Mayan influenced pyramid -shaped fountain lighted
at night, with interconnecting waterways and fountains throughout the complex. The Agency
assisted in the financing of the public parking structure by issuing $7.7 million in bonds. This
first phase officially opened in August 1990.
The waning economic climate over the past two years has had a significant impact on leasing
of office space locally as well as throughout the state. Businesses are looking at ways to reduce

their overhead, which includes remaining in less than desirable locations with lower rents,
moving to other states, or even closing their doors. Although this poor leasing condition exists
in the commercial office marketplace, through an aggressive leasing campaign, The Lakes now
is 58 % leased, which is a higher occupancy level than that experienced by most other office
spaces available throughout the San Gabriel Valley.
Due to the termination of the Development Agreement with Interstate Hotels and, in response
to the marketplace, the Agency has recently completed a market study on the remainder of The
Lakes site to enable an aggressive marketing program for those parcels. The market study
investigated such uses as theaters, restaurants, retail, hotel and banquet facilities. Based on
information received through this study, the Agency is currently moving forward in an effort to
attract a theater complex to the east end of The Lakes site..
Auto Dealers
Auto dealerships have proven to be vital to communities as a strong source of sales tax revenue
and, in fact, West Covina's auto dealerships continue to be the highest sales tax generators
within our community. During the past two years, the Agency has worked with a number of
dealerships to assist in attracting new lines, such as Pontiac, Hyundai, and the return of the Audi
line. Additionally, the Agency has assisted with expansion plans for. Reynolds Buick and
renovation plans for Mission Chrysler. The Agency is actively working on attracting a
dealership to the Auto Plaza for the former Mitsubishi site.
In an effort to retain and revitalize existing dealerships within the city, the Agency has
commenced discussions with West Covina Toyota regarding a proposed relocation to the Auto
Plaza from their existing site on South Glendora Avenue. A move to a location in the Auto
Plaza orto another site adjacent to the freeway could significantly increase the sales volume of
West Covina Toyota.
Additionally, the Agency has been developing a marketing strategy for the West Covina Auto
Plaza. Key components include maintaining existing viable dealerships, attracting additional
dealerships, providing Plaza identification through signage, streetscape and other amenities, and
promoting an Auto Plaza Association among the dealerships.
Further auto dealership expansion or development is planned for the area adjacent to Mission
Chrysler on North Azusa Avenue. The Agency has recently purchased the Moody property on
Workman Avenue for this purpose and is negotiating on a second parcel which would complete
a potential site.
Streetseape
In a continuing effort to draw more people and excitement or "sense of place" into West
Covina's Central Business District, the Agency has hired an urban design firm to develop a
streetscape design for the Central Business District. It may include streetlights, sidewalks,
intersection improvements, landscaping and signage. When complete, it will create a unified,
attractive look for the District.

EASTLAND PROJECT AREA.
The Eastland Redevelopment Project area was adopted in 1975. The original project area
consisted of the Eastland Center and commercial sites immediately adjacent to the Center
encompassing approximately 199 acres. The primary purpose of the project area was the
renovation and revitalization of the Eastland Shopping Center.,
Eastland Plan Amendment
In July 1990 the Eastland Plan was amended to include eight areas containing a total of eleven
noncontiguous sites throughout the city adding approximately 921 acres to the Eastland Project
area. Since its adoption, the Agency has continued negotiations with Los Angeles County to
determine the tax increment allocation to both parties. Although the County filed legal action
on this issue, the.Agency was successful in resolving the matter prior to any court action. A
formal agreement was approved between the Agency Board and Los Angeles County. The
Agency has just received their first increment (revenue) from the amended area.
The addition of these sites to the project area will significantly increase the Agency's ability to
increase the City's tax base ensuring economic stability through the expansion of employment
and housing in West Covina, as well as preventing the spread of physical or economic blight
throughout the community.
Eastland Center Rehabilitation
Eastland Center, not unlike Fashion Plaza and other regional shopping centers throughout the
nation, is also in need of rehabilitation to ensure the economic viability of the Center. During
the past two years a number of exterior improvements have been made, including new parking
lot lighting, enhanced landscaping, and repaving of the parking lot. In a subsequent phase of
the renovation of Eastland Center, the Agency has been working with May Centers, Inc. to
achieve the best possible use of the entire site. May Centers has obtained lease commitments
from major anchor tenants for a new open air Power Center which would generate
approximately $800,000 in new sales tax annually.
California State Bank Tower
The California State Bank Tower, completed in the Spring of 1990, has added not only a
beautiful, modern 13-story high-tech building to West Covina, but was the first high-rise office
building in the San Gabriel Valley. The building has reached over 80% occupancy, with the
California State Bank occupying the top two floors and 5,000 square feet on the ground floor.
This building is a continuing source of added employment to the residents of the community.
Barranca Senior Apartments
The Agency is continuing to negotiate with a developer to build a 49-unit senior apartment
complex proposed for a 1.3 City -owned site at the southeast corner of Barranca Street and
pppppp
Garvey Avenue. The City will require that the units be designated for low- and/or moderate -
income occupants. The current plans estimate 2 very low-income units, .11 low-income units,
21 moderate -income units, 14 market -rate units and one manager's unit.
GENERAL ACTIVITIES
Housin
State law requires all redevelopment agencies to set aside 20% of their tax increment to preserve
and expand housing opportunities for persons of low and moderate -income. Agencies are also
required to replace housing units removed as a result of redevelopment projects. Progress has
been made.by the Agency to comply with this legislation. When completed, the Barranca Senior
Apartment complex will satisfy all of the Agency's current affordable housing requirements.
Amenities
In all of the Redevelopment Agency's efforts, we keep in mind the need to provide cultural and
entertainment opportunities, as well as aesthetic enrichment for the community. The Agency
is currently reviewing two proposals from developers to provide an entertainment complex on
the Eastland Shopping Center site. The Lakes project also offers opportunities for a theater site
as well as meeting and banquet facilities. Already in place are extensive architectural. treatments
and an aquatic environment required by the Agency on The Lakes site. Additionally, the owner
of Parkway Plaza will be providing space or money for cultural enhancements within the
community. Finally, the Streetscape Plan proposed for the Central Business District is part of
the Agency's continuing effort to enhance the image -of our community. .
CONCLUSION
During calendar years 1990 and 1991, and during the twenty-year life of the West Covina
Redevelopment Agency, it has continued to make significant contributions to the betterment 'of
the community and has proven to be a stable, successful and productive agency committed to
providing economic stability for West Covina.
