RESOLUTION REQUESTING THE UNITED STATES GOVERNMENT
TO WORK WITH THE MEXICAN GOVERNMENT TO ENSURE A
THOROUGH AND EXPEDITED INVESTIGATION INTO THE BRUTAL
MURDER OF ROBERT "BOBBY" SALCEDO IN GOMEZ PALACIO,
DURANGO, MEXICO
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:

EXPEDITED INVESTIGATION INTO THE BRUTAL
MURDER OF ROBERT "BOBBY" SALCEDO IN GOMEZ
PALACIO, DURANGO, MEXICO
DISCUSSION:
On. Thursday, December 31., 2009, El Monte City School Board member and El Monte High
School Assistant Principal Robert 'Bobby" Salcedo was brutally murdered while vacationing
with his family in Gomez Palacio, Durango, Mexico. Bobby and his wife, Betzy, were having.
dinner with some of her ex -classmates in a restaurant when gunmen came into the restaurant and
kidnapped Bobby and, five other men. All six men were killed.
The Mexican state of Durango, where Gomez Palacio is situated, has sufferend with criminality
and lawlessness over the years. Last year, more than 600 people were killed in Durango
(Population of 240,000 residents), making it the fourth -deadliest state in Mexico.
Bobby Salcedo began his teaching career in the Social Science Department at South El Monte
High School where he was highly regarded as an excellent role model and an enthusiastic
teacher. In 2004, Bobby Salcedo earned his Masters of Arts Degree in Educational
Administration at California State University, San Bernardino. The same year he was also
promoted to Assistant Principal of Activities at South El Monte High School, a position he
would hold for two years before moving to his alma mater, Mountain View High School, as
Assistant Principal for Instruction. Bobby Salcedo was extremely active in his community, was
recently re-elected to the Board of Trustees of the El Monte City School District for his second
term, and was working on completing his doctorate degree at the University of California, Los
Angeles.
In addition, Bobby Salcedo served as past president of the South El Monte -Gomez Palacio sister
cities organization where he raised money for scholarships, clinics, firefighters, orphanages and
playgrounds.

WHEREAS, Bobby Salcedo's brutal murder is an example of the spiraling violence and
terrorism that is plaguing Mexico and has now spilled over into the United States.
NOW, THEREFORE, the City Council of the City of West Covina, California, does hereby
resolve as follows:
Section 1. The City of West Covina joins the. City of El Monte and South El Monte, El
Monte City School Board, Salcedo Family, and the entire community in
remembering the contributions and service of Robert "Bobby" Salcedo;
Section 2. The City of West Covina hereby requests that the United States Government
convey to the Country of Mexico the importance of a thorough and expedited
investigation into the brutal murder of Robert "Bobby" Salcedo and to make
efforts to curtail the violence in Mexico from spilling into the United States;
Section 3. That the City Clerk shall certify to the adoption of this. Resolution and forward a
copy to the President of the United States Barack Obama, United States Secretary
of State Hillary Clinton, United States Senator Dianne Feinstein, United States
Senator Barbara Boxer, and United States Congresswoman Judy Chu; and
Section 4. That this Resolution shall become effective immediately upon passage and
adoption.
