SUBJECT: ANNUAL APPOINTMENT OF CITY COUNCIL REPRESENTATIVES
TO OTHER AGENCIES
RECOMMENDATION:
It is recommended that the Mayor make appointments to the various organizations described in the staff
report, subject to City Council confirmation. It is further recommended that the representatives to the San
Gabriel Valley Council of Governments be named in the following resolution:
RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, NAMING
AS THE GOVERNING BOARD REPRESENTATIVE TO SAN GABRIEL
VALLEY COUNCIL OF GOVERNMENTS, AND AS THE
ALTERNATE.
DISCUSSION:
The City of West Covina is a member of a number of organizations dedicated to serving the interests of
local government in this region, in the State of California, and in the nation. Additionally, the City is a
member of a number of joint powers agencies and other entities, which require an appointment of a
member to their governing bodies. Attachment A includes a description of these committees and any
stipends associated with serving on the committee. Participation in these activities is significantly
important to the City, in that the policies and decisions of these bodies may directly affect the interest of
the City.
According to Section 5-b of the City Council Standing Rules; appointments of City Councilmembers to
these organizations are based upon selection by the Mayor, whose selections are subject to confirmation by
the City Council as a whole.
"It shall be the prerogative of the Mayor, taking into consideration relative length of
Council service, individual Council Member preference and equivalency, to assign
individual Council Members to various committees. "
The City Council has already filled the positions on the San Gabriel Valley Mosquito Abatement District
(Councilmember Steve Herfert was previously appointed to a two-year, term that began in January 20.09),
and the Los Angeles County Sanitation District. In addition, the representative to the Rose Float
Foundation and the Los Angeles County/City Selection Committee is designated by those groups to be the
Mayor with no alternate representative.
FISCAL IMPACT:
There is a minimal fiscal impact to the City for reimbursement of expenses for Councilmembers attendance
at the various agencies' meetings. In addition, some of the agencies identified on the attached list provide
stipends to its board members at no cost to the City.

City Council Liaison Committee Descriptions
1. City/School Cooperative Committee
Meets with the various school districts serving West Covina to address mutual needs and
concerns facing the City or school districts.
Stipend: None
2. Contract Cities
Contract Cities Association, the organization is a rallying point for many of California's cities
and stands for appropriate action and effective handling of the. challenges facing California
municipalities. The Contract Cities Association provides cities information and legislative
support network that helps cities better serve their public.
Stipend: None
3. Foothill Transit Board
Foothill Transit was established in 1988 as.a public / private partnership that serves over 17
million passengers in the San Gabriel and Pomona Valleys annually, with 287 buses and
covering 327 square miles. Committee provides oversight of Foothill Transits operations and
provides recommendations on improving bus service to the valleys..
Stipend: ' Governing Board receives $100 per meeting up to six meetings per year.
4. High Speed Rail Authority
In 2008 the City Council joined the Cities of Los Angeles, Ontario, and the Southern
California Association of Governments (SCAG) to form a joint power authority for the
purpose of developing and implementing -an intercity high-speed rail service that is fully
integrated with the State's existing intercity rail network and coordinated rail transit services
run and operated by local agencies. The high-speed rail is currently proposed to travel
between Los Angeles International Airport and Ontario International Airport with a stop in
West Covina:

5. Hurst Ranch
According to Article IV of the Hurst Ranch Historical Foundation Articles of Incorporation,
the City Council is to designate two Councilmembers to sit on the Hurst Ranch Historical
Foundation Board of Directors and be responsible for overseeing the investments of the
Foundation.
Stipend: None
6. Independent Cities Association
Coalition of independent cities, not have contract services(i:e. police and/or fire) that work
together to influence policy decisions, exchange of information among city officials and
develop broad support on issues affecting city government. ICA has several standing
committees including: Budget; Legislative; Programs; Seminars; and Nomination
Committee.
Stipend: None
7. LA Works
LA Works, based in Irwindale, CA, was founded in 1976 as the primary public job training
and placement center for residents of cities in the East San Gabriel Valley. LA Works is a
One -Stop Career Center that provides a comprehensive system of training, placement and
career planning services for job seekers throughout Southern California.
Stipend: $250 per meeting with up to two meetings per month.
8. League of California Cities (Los Angeles Division)
The League of California Cities is an association of California city officials who work
together to enhance their knowledge and skills, exchange information, and combine
resources so that they may influence policy decisions that affect cities. The Los Angeles
Division is a coalition of cities. from the Los Angeles Region that advise the League of
California Cities in Sacramento. League of California Cities has an Executive Board and
several policy committees: Administrative Services; Environmental Quality, Housing and
Economic Development, Revenue and Taxation; Transportation; Community Services;
Public Safety; and Employee Relations. There .is no stipend for serving on these policy
committees.
Stipend: There is no stipend for serving as the City's liaison, but stipends may be available
for being the League of California's representative to other organizations.
9. Los Angeles County/City Selection Committee
To appoint City representatives to such boards; commissions and agencies as may be
required by law; i.e., LAFCO, South Coast Air Quality Management District, Los Angeles
County Metropolitan Transportation Authority, . Los Angeles County Hazardous Waste
Management Advisory Committee; and to nominate for appointment members to the
California Coastal Commission.
Stipend: None
10. Rose Float Foundation
The Mayor serves as the non -voting representative to the Rose Float Foundation that is
responsible for the fundraising, construction, and promotion of the City of West Covina's
entry in the Tournament of Roses Parade. , An alternate could be selected by the Mayor to
serve as the liaison in the Mayor's absence.
Stipend: None
11. San Gabriel Valley Council of Governments
Coalition of cities from the San Gabriel Valley seeking the Valley's `fair share' of scarce
Federal, State and Local resources by fostering consensus among cities in the San Gabriel
Valley regarding policies and programs that address issues relating to land .use, air quality,
transportation, solid waste and other matters deemed essential to our cities
Stipend: $50 per month. regardless of the number of meetings
12. San Gabriel Valley Economic Partnership
The Partnership is a coalition of public and private sectors, working to sustain and grow, the
economic base of the Valley. The goal is to attract more businesses, provide more jobs and
create a "business -friendly" region. Among the many products and services provided by the
Partnership are: Business retention, Expansion, and Attraction; Regional Workshops; and
Marketing campaigns to increase the profile of the Valley.
Stipend: None
13. San Gabriel Valley Mosquito Abatement District
Assists cities in managing or eliminating mosquito breeding areas, and responding to
complaints about mosquitoes or mosquito -like insects (i.e. bees) in the District. There is no
Alternate for this committee.. Liaison is selected to serve a two-year term.
Stipend: $100 per month regardless of the number of meetings.
14. Sanitation District Board
The County Sanitation Districts of Los Angeles. County (Districts) are a confederation of
independent special districts serving the wastewater and solid waste management needs of
Los Angeles County.
Stipend: $125 per meeting. West Covina falls within three districts, therefore, our liaison
attends 3 district meetings for $375.
15. Southern California Association of Governments
Serves as the functioning Metropolitan Planning Organization for six counties: Los Angeles,
Orange, San Bernardino, Riverside, Ventura and Imperial, the SCAG is mandated by the
federal government to research and draw up plans for transportation, growth management,
hazardous waste management, and air quality. City of West Covina is allowed to select. a
representative and alternate to attend the Annual General Assembly meeting. To serve on the
.various policy committees, a Councilmember needs to be selected and confirmed by the San
Gabriel Valley Council of Governments.
Stipend: $120 plus mileage for each policy meeting.
16. The Upper San Gabriel Valley Municipal Water District
Provides a reliable supply of supplement water for groundwater recharge and
domestic consumption within the boundaries of the service area from San Gabriel to Covina
and Monrovia to La Puente.
17. West Covina Chamber of Commerce
The West Covina Chamber of Commerce is an organization of businesses with the mission to
promote economic development/expansion and to advance the overall interests of the
business community.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, NAMING
AS THE GOVERNING
BOARD REPRESENTATIVE TO SAN GABRIEL
VALLEY COUNCIL OF GOVERNMENTS, AND
AS THE ALTERNATE.
The City Council of the City of West Covina does resolve as follows:
Section 1. The City Council does hereby appoint
as the City's Governing Board Representative to the San Gabriel Valley
Council of Governments.
Section 2. The City Council does hereby appoint
as the City's alternate to the Governing Board of the San Gabriel Valley
Council of Governments.
Section 3. The City Clerk shall certify to the adoption of this resolution and
shall transmit a certified copy thereof to the San Gabriel Valley Council of
Governments as soon as possible, and shall enter it upon the book of
Resolutions of the City of West Covina.
