SUBJECT: RESOLUTION SUPPORTING LA WORKS' APPLICATION FOR
WORKFORCE INVESTMENT ACT FUNDING
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:

MANAGEMENT AND OPERATION OF WORKFORCE INVESTMENT
ACT PROGRAMS IN THE EAST SAN GABRIEL VALLEY
DISCUSSION:
LA Works is a Los Angeles County WorkSource Center that provides a comprehensive system of
training, placement, and career planning services for job seekers and businesses throughout
Southern California at no charge. LA Works, based in Irwindale, was founded in 1976 as the
primary public job training and placement center for residents of cities in the east San Gabriel
Valley. The City of West Covina and other member cities serve on the Board of Directors for
LA Works. The Los Angeles County Workforce Investment Board funds LA Works'
employment and1raining programs through the Regional Workforce Group (RWG) agreement to
allocate the funds in accordance to a formula under the Workforce Investment Act (WIA).
For the past three decades, Los Angeles County provided annual funding to LA Works on a non-
competitive basis to serve West Covina and the other surrounding cities in the East San Gabriel
Valley. Recently, the Los Angeles County Board of Supervisors terminated the agreement based
on the recommendation from the County's Department of Community and Senior Services
(CSS). CSS informed the Board of Supervisors that this termination was necessary in order for
the County to continue to receive funding under the WIA. Following the announcement of its
intention to terminate the funding for LA Works, the County issued a Request for Proposals in
which LA Works submitted a proposal.
LA Works does not agree with CSS' findings to terminate the RWG and are working to get the
agreement re -instated. Should LA Works' efforts to re -instate the agreement fail, they have
requested their member cities to adopt a resolution in support of their application for WIA
funding.

SUPPORT FOR LA WORKS CONTINUED MANAGEMENT
AND OPERATION OF WORKFORCE INVESTMENT ACT
PROGRAMS IN THE EAST SAN GABRIEL VALLEY
WHEREAS, cities within the East San Gabriel Valley, including the City of West Covina, share
a regional economy;
WHEREAS, there is,a need for comprehensive and integrated. workforce development strategies
and services within the region;
WHEREAS, LA Works has provided these services to residents and businesses of West Covina
for over thirty years; and.
WHEREAS, LA Works recently applied to Los Angeles County requesting continued funding
under the Workforce Investment Act (WIA) to provide workforce development
services on behalf of the City of West Covina and surrounding cities. ,
NOW, THEREFORE, the City Council of the City of West Covina, California, does hereby
resolve as follows:
Section 1. The City of West Covina hereby declares its support for LA Works' application to
the , County of Los Angeles for WIA funding and for LA Works' continued
management and operation of WIA programs throughout the East San Gabriel
Valley;
Section 2. The City of West Covina encourages the Los Angeles County Board of
Supervisors to award all WIA Adult and Dislocated Worker program funds to LA
Works, which are applicable to the service area for which it applied
Section 3. That the City Clerk shall certify to the adoption of this Resolution and forward a
copy to the Los Angeles County Board of Supervisors and LA Works; and
Section 4.. That this Resolution shall become . effective immediately upon • passage and
adoption.
