D — 6a DATE February 6, 2007 SUBJECT: PARTICIPATION IN THE 2008 TOURNAMENT OF ROSES PARADE AND APPROVAL OF ROSE FLOAT FOUNDATION TO SERVE ALCOHOL AT WINE TASTING EVENT TO BE HELD AT HERITAGE PARK RECOMMENDATION: It is recommended that the City Council: 1. Approve the payment of $3,700 to the Tournament of Roses from the. Business Improvement Tax Account for the entry into the 2008 Tournament of Roses Parade; 2. Approve the West Covina Rose Float Foundation's request to serve alcohol at their Wine Tasting Event scheduled at Heritage Park on June 23, 2007; and 3. Reaffirm the naming of the 1912 Craftsman house at Heritage Park as the Taylor House. . DISCUSSION: Rose Float The Pasadena Tournament of Roses Association has extended the City of West Covina and the West Covina Rose Float Foundation (WCRFF) an invitation to participate in the 2008 Rose Parade. Community volunteers established the WCRFF to design, market, decorate and raise funds to offset the cost of producing the float. Three years ago, the WCRFF took over all responsibility for the completion of the Rose Float. In past years, the City had been supporting the WCRFF financially by paying for the cost of the float. For the past three years, the WCRFF has been entirely self-sufficient and has risen enough funding to construct the Rose Float. The City has received the attached letter from the WCRFF asking for the City Council to consider paying the $3,700 Tournament of Roses Parade fee. The WCRFF believes that the float generates significant community participation, publicity, and has the City of West Covina named on the float. Wine Tasting The WCRFF is also requesting approval to serve wine at their Wine Tasting Event to be held June 23, 2007 at Heritage Park. Since, the City does not reserve Heritage Park there is no application or reservation fee required. The Rose Float Foundation is expecting approximately 250 guests at the event. Section 16-21 of the West Covina Municipal Code provides for an exemption that prohibits' the consumption of alcohol in parks approved by the Community Services Director. The following additional conditions are required for approval: ■ The area that the alcohol is being served would need to be roped off prohibiting any alcohol beyond the area; ■ Access to alcohol would be restricted to adults only in attendance; ■ A responsible adult would need to be' stationed at the entrance of the area; and 0 Obtain a permit from the Department of Alcohol Beverage Control. 12 Protocol has ,been that such alcohol requests have been taken before to the City Council for approval. Taylor House In 1992 the City of West Covina approved the moving of a 1912 Craftsman home from 1702 Padre Street, West Covina to Heritage Park. Over the years City staff, volunteers, and others have referred to the house as the Heritage House, because the house was located at Heritage Park, and the Taylor House, after the original owners and builder of the house, Almo and Laura Taylor. The original City staff reports and agreements related to the movement and use of the 1912 Craftsman House utilize the name of Taylor House. Recently the WCRFF has been in contact with the descendants of the Taylor family that have taken an active tole in the restoration of the 1912 Craftsman house. The Rose Float Foundation and City staff is seeking the City Councils reaffirmation that the 1912 Craftsman at Heritage Park be named the Taylor House in recognition of Almo and Laura Taylor. FISCAL IMPACT: There are funds available in the Business Improvement Tax. (B.I.T.) account to pay the $3,700 Tournament of Roses entry fee. There is no fiscal impact on approving the WCRFF's request to serve alcohol at the Wine Tasting Event to be held on June 23, 2007 or for reaffirming the naming of the 1912 Craftsman house at Heritage Park as the Taylor House. For the past few weeks, the Foundation has been celebrating the completion of West Covina's entry into the 2007 Tournament of Roses Parade, a very successful Family Celebration on January 3rd and a successful fund raising campaign. The members of The West Covina Rose Float Foundation were able to raise the necessary funds for the completion of the 2006 Rose Float "Love in Bloom". The theme for the 2008 Tournament of Roses Parade is not known yet; but, the hint found on the City of Burbank website indicates "Passport to the World's Celebration". The renovation work at the Heritage Park is continuing on schedule and we hope to be complete by the end of spring 2007. The Foundation is continuing to look to reach out to the community and use the Rose Float as a catalyst to promote other collaborative community projects, including youth scholarships, mentoring programs with our youth, and the tapping into resources to promote volunteerism throughout our community. The Foundation would like to kick off 2007 with a proposal for the City Council's consideration: 1. Since the Rose Float is the City of West Covina's entry in the parade and generates significant community participation and publicity, we kindly request the City Council consider paying the $3,700 Tournament of Roses entry fee. 2. Once again the West Covina Rose Float Foundation will be hosting our premier event "An Evening of Wine and Roses" and are kindly requesting the City Council's approval for our foundation to host this event and to serve wine at Heritage Park on June 23, 2007. 3. Over the last few years, the house at Heritage Park has been referred to as the Heritage House. Staff reports at the time of the Master Plan, in early 90's, referred to it as the Taylor House, in honor of the original owner. Our Foundation respectfully requests that we go back to referring to the home that we are renovating as the "Taylor House".
