SUBJECT: CITY/SCHOOL LIAISON COMMITTEE — OPENING UP SCHOOL
TRACKS AND FIELDS TO THE PUBLIC
RECOMMENDATION:
It is recommended that the City Council provide staff with direction on this matter.
DISCUSSION:
This item was carried over from the December 19, 2006, City Council meeting.
The West Covina Unified School District has secured $1 million to proceed with bids for design of
a new track and field at West Covina High School. A $500,000 grant has been requested by the
School District from the City to complete this project. On October 17, 2006, the City Council
directed staff to negotiate the terms of such an arrangement. The goal of which would be to have
the track and field open to the public for limited use. After the City has completed negotiations,
staff will return to the City Council with the, negotiated terms and a recommendation.
On November 9, 2006, the City/School Liaison Committee discussed expanding the concept of
opening school tracks and fields to other school districts. Committee members stated that there
may be opportunities for other schools that serve West Covina students to partner with the City
to apply for matching grants to install rubberized tracks, artificial field turf, and lights.
The City Council Members on the Committee agreed to hold informal meetings with school
elected representatives on the Committee to see if they are interested in committing to such a
project and report back the findings to the City Council.
FISCAL IMPACT:
There is no fiscal impact identified at this time.
