Fields, Assistant City Manager SUBJECT: MAGLEV (MAGNETIC LEVITATION) TRAIN CONCEPT DRAWINGS RECOMMENDATION: It is recommended that the City Council authorize the SCAG. Maglev team to develop preliminary designs of a Maglev Station at the Westfield Shopping Center. DISCUSSION: The SCAG website states that "Maglev uses the world's most advanced magnetic levitation technology to safely move cargo and people reliably and comfortably. Maglev technology allows travelers to ride on a cushion of air that reaches speeds up to .310 mph. The train is elevated and propelled magnetically through a propulsion system located in the guideway that can either be elevated or at grade level. Passengers and carefficiently go are eciently transported in an environmentally friendly and energy -efficient manner. Because the elevated guidewaycan be built on existing freeway and railroad right -a -ways, land consumption and related impacts are minimized. Additionally, Maglev operates more quietly than conventional high-speed trains, has fewer impacts on adjoining communities and. operation and maintenance costs are significantly less than conventional high-speed rail." On January 12, 2006, staff met with SCAG Maglev representatives who expressed an interest in studying the feasibility of a midpoint Maglev station in West Covina, between West Los Angeles and Ontario. Airport. The SCAG Maglev representatives. are interested in receiving City Council support to complete a very preliminary concept drawing of the Maglev station at the Westfield Shopping Center; at no cost to the City of West Covina. The Maglev project has tremendous potential. for increasing patronage at the Westfield and adjacent shopping centers. As such, the City Manager discussed with Westfield representatives the possibility of a Maglev station being built on Westfield property and they have indicated support of the concept. The Maglev station could. be a great opportunity for the City. Staff will make every effort to ensure that the project mitigates all traffic , issuues and sets parameters for growth around the station. One traffic mitigation option includes having the Maglev station above ground adjacent to and accessible from the freeway. Staff will return to the City Council upon completion of the concept drawings to discuss this matter in more detail, with SCAG Maglev representatives present to answer questions. Until such time, an informational brochure is attached for your information. ALTERNATIVES: The City Council could determine to not get involved at this time in the development of a Maglev Station in the City of West Covina, thereby not supporting the preliminaryll station rendering. FISCAL IMPACT: The City is not being asked to contribute any funds for this project. J • • Iransrapo s nl speeawonopremlere.. re The world's first commercial Transrapid route in Shanghai was completed within a record time of less than two years - the result of successful German -Chinese collaboration: Within the framework of the project, the client - Shanghai Maglev Transportation Development Co. Ltd. (SMTDC) - was responsible for erec- ting the guideway and the infrastructure. The German consortium composed of Siemens, ThyssenKrupp and Transrapid International supplied the operating system. This included the vehicles, the propulsion system, the power supply and the control system as well as the sys- tem engineering and the guideway technology. The contract was signed in January 2001 and construction work started two months later. The inaugural run, with high-ranking government officials from both countries on board, took place very soon after on December 31, 2002. During the subsequent commissioning phase, nearly half a million passengers took the opportunity to travel at 430 km/h between Long Yang Road Station and Pudong International Airport. Then, in November 2003, the Transrapid flew over the 30-kilometer route at a speed of 501 km/h, setting a world record for commercial maglev systems.
