It is recommended that the Mayor make appointments to the various organizations described in
the staff report, subject to City Council confirmation.

The City of West Covina is a member of a number of organizations dedicated to serving the
interests of local government in this region, in the State of California, and in the nation.
Additionally, the City is a member of a number of joint powers agencies and other entities, which
require an appointment of a member to their governing bodies. Attachment A includes a
description of these committees and any stipends associated with serving on the committee.
Participation in these activities is significantly important to the City, in that the policies and
decisions of these bodies may directly affect the interest of the City.
The City Council has already filled the position on the San Gabriel Valley Mosquito Abatement
District at the December 7, 2004 City Council meeting, appointing former Councilmember
Michael Miller to a two-year term that expires December 31, 2006. According to the San Gabriel
Valley Mosquito Abatement District, former Councilmember Mike Miller is to remain on the
Board until he voluntarily steps down or is termed out in December 31, 2006.
Traditionally, appointments of City Councilmembers to these organizations are based upon
selection by the Mayor, whose selections are subject to confirmation by the City Council as a
whole. In addition to these assignments, there are many other opportunities to serve on task forces
and sub -committees of the individual agencies, which Councilmembers are encouraged to
investigate and participate.
In addition, the San Gabriel Basin Water Quality Authority (WQA) has an Alternate Board
Member (Representing Cities Without Pumping Rights) position that was previously held by
Councilmember Mike Miller. This representative is selected by an election held by the WQA with
13 cities without pumping rights able to cast votes in this election, including: Baldwin Park;
Bradbury; Duarte; La Puente; La Verne; Rosemead; San Dimas; San Gabriel; San Marino; Sierra
Madre; South El Monte; Temple City; and West Covina. Each city will be able to cast one vote
per 10,000 residents. City staff will bring this matter back to the City Council upon notification by
the WQA of an election for this position.
FISCAL IMPACT:
There is a minimal fiscal impact to the City for reimbursement of expenses for Councilmembers
attendance at the various agencies' meetings. In addition, some of the agencies identified on the
attached list provide stipends to its board members at no cost to the City.

ATTACHMENT .
1. City/School Cooperative Committee
Meets with the various school districts serving West Covina to address mutual needs and concerns
facing the City or school districts.
Stipend: None
2. Contract Cities
Contract Cities Association, the organization is a rallying point for many of California's cities and
stands for appropriate action and effective handling of the challenges facing California municipalities.
The Contract Cities Association provides cities information and legislative support network that helps
cities better serve their public.
Stipend: None
3. Foothill Transit Board
Foothill Transit was established in 1988 as a public / private partnership that serves over 17 million
passengers in the San Gabriel and Pomona Valleys annually, with 287 buses and covering 327 square
miles. Committee provides oversight of Foothill Transits operations and provides recommendations
on improving bus service to the valleys.
Stipend: Executive Board receives $100 per meeting up to four meetings per month.
Representative/Alternate gets $100 if they attend the Quarterly and Annual meetings.
4. Hurst Ranch
According to Article IV of the Hurst Ranch Historical Foundation Articles of Incorporation, the City
Council is to designate two Councilmembers to sit on the Hurst Ranch Historical Foundation Board of
Directors and be responsible for overseeing the investments of the Foundation.
Stipend: None
5. Independent Cities Association
Coalition of independent cities, not have contract services (i.e. police and/or fire) that work together to
influence policy decisions, exchange of information among city officials ' and develop broad support
on issues affecting city government. ICA has several standing committees including: Budget;
Legislative; Programs; Seminars; and Nomination Committee.
Stipend: None
6. LA Works
LA Works, based in Irwindale, CA, was founded in 1976 as the primary public job training and
placement center for residents of cities in the East San Gabriel Valley. LA Works is a One -Stop
Career Center that provides a comprehensive system of training, placement and career planning
services for job seekers throughout Southern California.
Stipend: $250 per meeting with up to two meetings per month.
7. League of California Cities (Los Angeles Division)
The League of California Cities is an association of California city officials who work together to
enhance their knowledge and skills, exchange information, and combine resources so that they may
influence policy decisions that affect cities. The Los Angeles Division is a coalition of cities from the
Los Angeles Region that advise the League of California Cities in Sacramento. League of California
Cities has an Executive Board and several policy committees: Administrative Services; Environmental
Quality, Housing and Economic Development, Revenue and Taxation; Transportation; Community
Services; Public Safety; and Employee Relations. There is no stipend for serving on these policy
committees.
Stipend: None
8. Los Angeles Cog= Emergency Preparedness Committee
Representatives from LA County and local emergency services agencies that work together to
formulate joint responses to emergencies and provide
preparedness of emergencies throughout Los Angeles Count
of Supervisors.
Stipend: None
9. Los Angeles County/City Selection Committee

To appoint City representatives to such boards, commissions and agencies as may be required by law;
i.e., LAFCO, South Coast Air Quality Management District, Los Angeles County Metropolitan
Transportation Authority, Los Angeles County Hazardous Waste Management Advisory Committee;
and to nominate for appointment members to the California Coastal Commission.
Stipend: None
10. Rose Float Foundation
The Mayor serves as the non -voting representative to the Rose Float Foundation that is responsible for
the fundraising, construction, and promotion of the City of West Covina's entry in the Tournament of
Roses Parade. An alternate could be selected by the Mayor to serve as the liaison in the Mayor's
absence.
Stipend: None
11. San Gabriel Valley Economic Partnership
The Partnership is a coalition of public and private sectors working to sustain and grow the economic
base of the Valley. The goal is to attract more businesses, provide more jobs and create a "business -
friendly" region. Among the many products and services provided by the Partnership are: Business
retention, Expansion, and Attraction; Regional Workshops; and Marketing campaigns to increase the
profile of the Valley.
Stipend: None
12. San Gabriel Valley Mosquito Abatement District
Assists cities in managing or eliminating mosquito breeding areas, and responding to complaints
about mosquitoes or mosquito -like insects (i.e. bees) in the District. There is no Alternate for this
committee. Liaison is selected to serve a two-year term.
Stipend: $50 per month regardless of the number of meetings.
13. Sanitation District Board
The County Sanitation Districts of Los Angeles County (Districts) are a confederation of independent
special districts serving the wastewater and solid waste management needs of Los Angeles County.
Stipend: $125 per meeting. West Covina falls within three districts, therefore, our liaison attends 3
district meetings for $375.
14. Southern California Association of Governments
Serves as the functioning Metropolitan Planning Organization for six counties: Los Angeles, Orange,
San Bernardino, Riverside, Ventura and Imperial, the SCAG is mandated by the federal government
to research and draw up plans for transportation, growth management, hazardous waste management,
and air quality. City of West Covina is allowed to select a representative and alternate to attend the
Annual General Assembly meeting. To serve on the various policy committees, a Councilmember
needs to be selected and confirmed by the San Gabriel Valley Council of Governments.
Stipend: $70 plus expenses for each policy meeting.
15. The Upper San Gabriel Valley Municipal Water District
in
Provides a reliable supply of supplement water for groundwater recharge and
domestic consumption within the .boundaries of the service area from San Gabriel to Covina and
Monrovia to La Puente.
Stipend: None
16. West Covina Chamber of Commerce
The West Covina Chamber of Commerce is an organization of businesses with the mission to promote
economic development/expansion and to advance the overall interests of the business community.
Stipend: None
