12-21-2004 - City Council Goal Setting WorkshopCity of West Covina *Memorandum TO: Andrew G. Pasmant, City Manager and AGENDA City Council ITEM NO. B-5 DATE: December 21, 2004 FROM: Artie A. Fields, Assistant City Manager SUBJECT: CITY COUNCIL GOAL SETTING WORKSHOP RECOMMENDATION: It is recommended that the City Council provide staff direction regarding establishing a date and process for a City Council Goal Setting Workshop.. DISCUSSION: This item was carried over from the December 7, 2004 City Council meeting. Councilmember Roger Hernandez requested that . this item be placed on the agenda for City Council discussion. The City Council first identified and discussed goals with the City during a retreat on February 8, 2002. During that discussion, the City Council identified five broad areas of focus for the City, which included, 1) development of BKK (Big League Dreams), 2) City-wide Economic Development, 3) Infrastructure, 4) School Relations, and 5) Downtown Development. The following year, the City Council did not hold a Goal Setting Workshop, but instead participated in a Team Building Workshop that was sponsored by the League of -California Cities. If the City Council should agree to a Goal Setting Workshop, staff recommends that it be held in mid to late January or February 2005. This will give staff ample time to coordinate the workshop around City Council schedules, identify and reserve a meeting location, and recruit a facilitator. In addition, holding the workshop on a Friday night and Saturday morning, as was done in 2002, may be an option for the City Council to consider in order to accommodate the work schedules and the time demand of a goal setting workshop. Should the City Council desire to attend another Team Building Workshop, the League of California Cities has scheduled the following two as follows: ➢ Wednesday, April 27:- Friday, April 29, 2005 UCLA Conference Center, Lake Arrowhead, CA ➢ Wednesday, May 18 — Friday, May 20, 2005 Granlibakken Conference Center, Tahoe City, CA FISCAL IMPACT: The City paid a facilitator $3,513 to conduct a Goal Setting Workshop for the City Council in 2002. The cost to attend the League of California Cities Team Building Workshop will be approximately $4,900. There are funds in the City Council budget for the Team Building Workshop and/or the Goal Setting Retreat. Prepared by: Artie A. Field Assistant City Y: Council Goal setting Workshop — staff report
