Fields, Assistant City Manager SUBJECT: SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS CITY COUNCIL LIAISON MEETING RECOMMENDATION: It is recommended that the City Council receive & file this informational report. DISCUSSION: Members 'of the City Council have been appointed to serve as liaisons on various regional committees and boards. Councilmember Miller attended the San Gabriel Valley Council of Governments Board meeting. Attached are the highlights and agenda of this meeting, which Councilmember Miller wishes to submit to the City Council for their information. FISCAL IMPACT: None. Miller 735 East Herring Avenue West Covina, California 91790 To: City Council Members January 28, 2003 City Manager From: Mike Miller City Council Member Subject: Governing Board Meeting San Gabriel Valley Council of Governments Attached please find an annotated agenda for the January 16, 2003 meeting of the San Gabriel Valley Council of Governments. A few of the highlights are: 1. Approval of a resolution supporting full compliance with current State law to reestablish the Vehicle License Fee. As provided in State law the Vehicle License Fee is to return to its former levels if the State General Fund backfill in this same law is taken back by the State. The Governor is proposing to remove this State General Fund backfill. This could be a $3.9 million reduction in the City's General Fund. 2. Transportation Congestion Relief Funds are being reduced as part of the Governor's budget proposal. The Alameda Corridor East JPA projects will be impacted. All projects will have to compete with CalTrans for project funding. This does not affect the Nogales and Valley Grade Separation Project. 3. The COG Board will be scheduling a meeting in Sacramento with the San Gabriel Valley State Legislative Caucus in March or April. Prior to the Board meeting the City Selection Committee met. They selected John Fasana, Duarte Councilmember, to be a reprehensive of cities on the MTA Board. He has been the representative for several years and is very involved in transportation issues in the Valley RECOMMENDATION It is recommended that this report be received and filed.
