G - 4 DATE January 7, 2003 SUBJECT: RE-ESTABLISHMENT OF STUDENT GOVERNMENT DAY FOR HIGH SCHOOLS SERVING WEST COVINA RECOMMENDATIONS: It is recommended that the City Council discuss this matter and direct staff accordingly. DISCUSSION: The City of West Covina has previously participated in Student Government Days with the local high schools. However, this program has not been active in the past few years. Mayor Touhey has asked to have this item agendized to seek the City Council's support and discussion on this item. Mayor Touhey will present his comments at the meeting. Previous programs have included a job shadowing of department heads and the City Council for a day and attendance at a City Council meeting. With the number of high schools serving West Covina (Baldwin Park, Covina, South Hills, Rowland, and West Covina), City staff recommends that if the City Council wishes to re-establish the Student Government Day, that the City Council instruct staff to conduct one Student Government Day, with representatives from each of the area high schools selecting an equal number of participants. Students participating will "job shadow" department heads and division managers for a day (%2 day of orientation and %2 day of job shadowing) to learn the function of city government and the responsibilities that the City has to its residents. Students participating will also be invited to attend and be recognized at a City Council meeting. In addition, the City will also conduct a mock City Council meeting with the students, at the beginning of a regularly scheduled City Council meeting. This will allow the students to discuss and act on a single topic that they have been studying during the day, before an audience and the City Council. FISCAL IMPACT: Fiscal impact would be minimal and would include expenses associated with providing one meal for the students. Prepared by: Chris Freeland Administrative Analyst II
