SUBJECT: CREATION OF A CITY OF WEST COVINA EDUCATION
COMMITTEE/COMMISSION
RECOMMENDATIONS:
It is recommended that the City Council discuss this matter and direct staff accordingly.
DISCUSSION:
Mayor Michael Touhey asked to discuss the possible creation of a City of West Covina
Education Committee/Commission and will present his comments at the meeting.
Mayor Touhey has indicated that he wishes to structure the Education Committee/Commission
after the recently formed, City of La Puente Education. Commission. Attached is a resolution
from the City of La Puente establishing the City of La Puente Education Commission. In
addition,' Mayor Touhey has recommended that the West Covina Education
Committee/Commission consist of nine residents from within the six school districts serving
West Covina, including; Two from West Covina Unified, two from Covina Valley Unified, two
from Rowland Unified, one from Walnut Valley Unified, one from Baldwin Park Unified, and
one from Hacienda -La Puente Unified.
If the City Council wishes to establish an Education Commission, this action would require an
amendment to the City's Municipal Code with the City Council's directives on objectives and
duties of the Education Commission, a determination if the City Council wishes to establish
compensation for this commission, and the appropriation of funds for the Commissioner's
compensation, conference expenses, and operational costs (i.e. staff time, photocopying, and
postage). Currently, Planning Commissioners receive $100.00 per month and all other
commissions receive $50.00 per month. Fiscal impact would be dependent on the number of
Commissioners and the stipend selected by the City Council.
The City Council may also want to consider an Ad -Hoc Committee as an alternative structure to
a formal commission. In addition, the City Council has a School Board Sub -Committee that
meets with the school boards serving West Covina to discuss issues of mutual interest.
Councilmembers Miller and Sanderson serve on this Sub -Committee.
FISCAL IMPACT:
Any fiscal impact will be dependent on direction taken by the City Council.

RESOLUTION NO.02-4279
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA
PUENTE, CALIFORNIA ESTABLISHING THE LA PUENTE
EDUCATION COMMISSION FOR CALENDAR YEAR 2003,
ADOPTING BYLAWS; PRESCRIBING FUNCTIONS, OBJECTIVES,
PROCEDURES AND PROVIDING FOR MEMBERSHIP, TENURE AND
DISSOLUTION OF THE SAME
WHEREAS, the City Council of the City of La Puente has determined that it is in the interest
of the public welfare to establish and maintain coordination and dialogue with the three school districts
serving the City of.La Puente; and
WHEREAS, the City Council of the City of La Puente or any other, City Council, cannot
legally, delegate its legislative duties; and
WHEREAS, the La Puente Education Commission will be comprised of representative citizens
of the City of La Puente and will be a vehicle for improved community relations and mutual
understanding.
IYOW; THEREFORE, THE CITY COUNCIL OF THE CITY OF LA PUENTE DOES
RESOLVE AS FOLLOWS:
SECTION 1. COMMISSION CONTINUITY —'DUTIES: The La Puente Education'
Commission whose intent and purpose is to continue positive and harmonious cozmmunity; relations by
exchanging constructive dialogue with representatives from the La Puente Hacienda School District,
Rowland Unified School District and Bassett School District and working together on matters relating
to education, scholarships, youth activities, youth safety and other issues of mutual benefit is hereby
established until August 31, 2003. The Commission shall, no later than the date of termination of said
Commission, submit to the City Council, in writing, a report and evaluation of the Commission's
activities and recommendations relating thereto. The Commission, by means of said report, is to serve
in an advisory capacity, with all final authority and responsibility resting with the La Puente City
Council.
SECTION 2. COMMISSION — MEMBERSHIP: Said Commission shall consist of five
members. Each member of the City Council, on an annual basis, shall appoint one member to the
Commission. Commission members must be residents in the City of La Puente to be appointed to the
Commission.
The procedure to appoint commission members established by Resolution 99-4008 shall be
adhered to when appointing members to the Commission except where they conflict with this
resolution. Where in conflict, the provisions of this resolution shall supersede the conflicting
provisions of Resolution 99-4008. In the event of a vacancy on the Commission, a replacement shall
be appointed by the Council Member who appointed the individual.
The City Manager or his/her designee shall serve as ex-officio staff to the Commission.

a. The Commission shall, upon notification in writing, hold meetings to consider
community input regarding education, scholarships, youth activities, youth safety and other issues
related thereto.
b. No meeting shall be held unless at least three members are present, which number shall
constitute a quorum.
C. The Commission shall keep a record of attendance at all meetings. Said record shall be
filed with the City Clerk's office.
d. All meetings shall be open to the public and shall be conducted in compliance with the
procedures set forth in the Ralph M. Brown Act.
e. In the event any member of the Commission is absent without cause for three (3)
consecutive meetings, the seat of said member shall be deemed vacant.
f. Rules and regulations covering procedural aspects other than set forth above and in
applicable City ordinances and resolutions shall be formulated by the Commission in whatever manner
it deems appropriate.
g. Each Commission Member shall attend at least six regular meetings per year of the
Hacienda La Puente Hacienda Unified School District, Rowland Unified School District and/or Bassett
Unified School District.
SECTION 4. COMMISSION — DISSOLUTION: The Commission shall be dissolved and
terminated, without further action, on August 31, 2003, unless said term is extended by further action
of the City Council prior to said date.
SECTIONS. COMMISSION — EFFECTIVE DATE: This Resolution shall become
effective upon its adoption by the City Council. The City Clerk shall cause a copy of this Resolution to
be delivered to each member of the Commission.
