SUBJECT: APPOINTMENT OF CITY COUNCIL REPRESENTATIVE TO SAN
GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT
BOARD OF TRUSTEES
RECOMMENDATION:
It is recommended that the Mayor make an appointment to the San Gabriel Valley Mosquito &
Vector Control District Board of Trustees as described in the staff report, subject to City Council
confirmation.
DISCUSSION:
The City of West Covina is a member of a number of organizations dedicated to serving the
interests of local government in this region, in the State of California, and in the nation.
Additionally, the City is a member of a number of joint powers agencies and other entities, which
require an appointment of a member to their governing bodies. Participation in these activities is
significantly important to the City, in that the policies and decisions of these bodies may directly
affect the interest of the City.
Traditionally, appointments of City Councilmembers to these organizations are based upon
selection by the Mayor, whose selections are subject to confirmation by the City Council as a
whole.
The San Gabriel Valley Mosquito & Vector Control District is committed to providing superior
vector control services to all residents. The District was founded in 1989 to protect residents
from mosquito -borne disease through public education, surveillance, and control of mosquitoes.
As the District evolved, additional programs were added. In 1997, the Board of Trustees
approved a full vector surveillance and control program. This expanded our services to include
the control of Africanized honey bees, black flies, midges and rats. Surveillance for vector -borne
diseases include St. Louis encephalitis, Western equine encephalomyalitis, West Nile virus,
plague, murine typhus, hantavirus, arenavirus, and Lyme disease. The District promotes
cooperation and communication with property owners, residents, social and political groups, and
other governmental agencies to aid in those efforts.
The San Gabriel Valley Mosquito & Vector Control District Board of Trustees meets the second
Friday of each month at 7:00 a.m. in the'District Office in West Covina. There is a $50.00 per
month stipend for attending the meetings.
Currently, Mayor Pro Tem Herfert serves on the San Gabriel Valley Mosquito & Vector Control
District Board of Trustees. His term expired on January 1S`. The City Council needs to consider
the appointment of a Councilmember to the San Gabriel Valley Mosquito & Vector Control
District Board of Trustees. According to the Health and Safety Code, new Trustees may only be
appointed for a term of two years, whereas, current trustees may be appointed for a term of two or
four years.

& Vector Control District Board of Trustees, and.his terns of office is due to expire on
January 1, 2003. In order to maintain continuity, it is requested that the City Council
appoint a representative to the Board of Trustees prior to its January 10, 2003 meeting.

Monrovia Current Trustees may be re -appointed for a term of two or four years. New Trustees may
only be appointed for a term of two years (Health and Safety Code §2245). Please notify
Monterey Pork this District of the City Councils action by forwarding a copy of documentation certifying

It is the policy of the Board of Trustees to notify each appointing authority of the Districts
Nepotism Policy, Persotuiel and Salary Resolution No. 92-11, which prohibits the
appointment of a person to a position if that person is a member of the immediate family of
a current member of the Board of Trustees or any current employee. Immediate family is
defined in the District policy as a "spouse, mother, father, sister, brother, son, daughter,
mother-in-law, father-in-law, stepmother, stepfather, sister-in-law, brother-in-law,
daughter-in-law, son-in-law, stepdaughter, and stepson." A list of employee names will be
submitted upon. request.
Although the City Council may appoint any person who is qualified pursuant to Health and
Safety Code §2242 or §2243, the District Board of Trustees requests that your City
considers our policy before a Trustee is appointed to represent your city.
