SUBJECT: ELECTION OF ALTERNATE MEMBER TO THE SAN GABRIEL
BASIN WATER QUALITY AUTHORITY BOARD
SUMMARY: At the December 4, 2002 City Council meeting, the City Council nominated
Councilmember Mike Miller as an alternate board member to the San Gabriel
Basin Water Quality Authority Board (WQA). The alternate is to come from a
city that does not have pumping rights within the basin. The election is to be held
on March 5, 2002 and cities wishing to cast their vote need to submit a resolution
to the WQA before March 4, 2002.
BACKGROUND:
The State Legislature (SB1679) established the San Gabriel Basin Water Quality Authority
(WQA) on February 11, 1993 to develop, finance, and implement groundwater treatment
programs in the San Gabriel Basin. The WQA is empowered by the State to address the problem
of the migration of contaminated groundwater within the San Gabriel Basin and, in particular, the
migration of contaminated water through the Whittier Narrows into the Central Basin. The
WQA also currently operates the only groundwater cleanup projects in the San Gabriel Valley
that are actively intercepting contaminated groundwater flowing toward the Whittier Narrows.
The WQA is under the direction and leadership of a seven -member board. The board is
comprised of one member from each of the overlying municipal water districts: one from a city
with prescriptive water pumping rights, one from a city without prescriptive water pumping
rights, and two members representing water producers in the San Gabriel Basin. The three
municipal water districts are:
1) San Gabriel Valley Municipal Water District;
2) Three Valley Municipal Water District; and
3) Upper San Gabriel Valley Municipal Water District.
West Covina is designated a city without prescriptive water pumping rights.
DISCUSSION:
The San Gabriel Basin Water Quality Authority (WQA) is conducting an election for an alternate
member to sit on the WQA Board. The election for this vacancy is to be held on March 5, 2002.
The vacancy being filled is to come from a city that does not have pumping rights within the
basin. The position became vacant when West Covina City Councilmember Richard Melendez
was not re-elected in March 2001. The current Board Member representing cities without
pumping rights is Margaret Clark with the Rosemead City Council. The alternate member acts in
the place of and performs all the duties of Board Member Clark when she is absent from a
meeting of the WQA or temporarily fills the vacancy on the board, should Board Member Clark
step down.
Only two candidates were selected from the cities without pumping rights. Councilmember
Mike Miller of West Covina was nominated by both the City of West Covina and the City of
Rosemead. Councilmember Manuel Lozano of Baldwin Park was nominated by the City of
Baldwin Park and the City of Duarte. There are 13 cities that are able to cast votes for the
election of an alternate board member from cities without pumping rights to the WQA Board,
including: Baldwin Park; Bradbury; Duarte; La Puente; La Verne; Rosemead; San Dimas; San
Gabriel; San Marino; Sierra Madre; South El Monte; Temple City; and West Covina.

Each city will be able to 0 one vote per 10,000 residents, with lat Covina having 11 votes.
According to the WQA election procedures, each city can only cast all of its votes to one
candidate, by resolution. A listing of the cities without pumping rights with their corresponding
number of votes and a copy of the election procedures is attached to this report.
FISCAL IMPACT:
There is no fiscal impact as a result of this action.
ALTERNATIVES:
1. The .City Council can cast their 11 votes for candidate Mike Miller of the City of West
Covina City Council to serve as an alternate to the San Gabriel Basin Water Quality
Authority Board.
2. The City Council can cast -their 11 votes for candidate Manuel Lozano of the City of
Baldwin Park City Council to serve as an alternate to the San Gabriel Basin Water
Quality Authority Board.
3. The City Council can choose to not cast any votes in the San Gabriel Basin Water Quality
Authority Board election.
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution casting all 11 votes of the
City of West Covina to Councilmember Mike Miller of the West Covina City Council as an
alternate to the San Gabriel Basin Water Quality Authority Board.
