Fields, Assistant City Manager AGENDA ITEM NO. L - 1 DATE January 22,2002 SUBJECT: APPOINTMENT TO HURST RANCH HISTORICAL. FOUNDATION SUMMARY: The Hurst Ranch Historical Foundation is. required under their Articles of Incorporation to have two Councilmembers appointed to the Board of Directors. Mayor Ben Wong and Councilmember Steve Herfert are currently serving on the Hurst Ranch Historical Foundation Board of Directors. Mayor Wong wishes to resign his position on the Hurst Ranch Historical Foundation Board of Directors. Therefore, it is appropriate that the City Council make an appointment to fill Mayor Wong's position on the Hurst Ranch Historical Foundation Board of Directors. DISCUSSION The Hurst Ranch Historical Foundation was incorporated on October 18, 1996 for the purpose of receiving, developing and operating of Hurst Ranch as a museum for the benefit of the residents of West Covina and for other visitors. According to Article IV of the Hurst Ranch Historical Foundation Articles of Incorporation, the City Council is to designate two Councilmembers to sit on the Hurst Ranch Historical Foundation Board of Directors and be responsible for overseeing the investments of the Foundation. This requirement was included in the Articles of Incorporation because of the $800,000 that the City of West Covina provided in funding for the development of Hurst Ranch. Currently, Mayor Ben Wong and Councilmember Steve Herfert serve on the Hurst Ranch Historical Foundation Board of Directors. Mayor Wong wishes to resign his position on the Hurst Ranch Historical Foundation Board of Directors. Therefore, it is appropriate for the City Council to designate a Councilmember to replace Mayor Wong on the Hurst Ranch Historical Foundation. Councilmember Steve Herfert wishes to continue serving on the Hurst Ranch Historical Foundation Board of Directors. Councilmember Mike Miller has indicated a desire to be selected to serve on the Hurst Ranch Historical Foundation Board of Directors. RECOMMENDATION It is recommended that the City Council designate a Councilmember to replace Mayor Wong on the, Hurst Ranch Historical Foundation Board of Directors.
