I -1 ?DC)C) DATE January 4. I999' SUBJECT: Request for support for Mayor Beatrice LaPisto-Kirtley for Eastern- Region representative on the SCAQMD Governing Board of Directors. SUMMARY: The City has received a request for support from Mayor Beatrice LaPisto-Kirtley from the City of Bradbury. Mayor LaPisto-Kirtley is the incumbent Eastern Region representative on the SCAQMD Governing Board. Her term will expire on January 15, 1999 and she is seeking re-election to the position. BACKGROUND: Mayor Beatrice LaPisto-Kirtley from the City of Bradbury was elected as Eastern Region Representative to the South Coast Air Quality Management District (SCAQMD) Governing Board of Directors in December 1998. At that time, she was elected to complete the term of Nell Soto who was elected to the State Senate. The SCAQMD Governing Board is comprises of 11 Boardmembers, two of which represent Los Angeles County through a Western and Eastern Regions. Boardmembers are elected by the City Selection Committee for a 4-year term and receive $100 for each board meeting they attend. DISCUSSION: .Mayor LaPisto-Kirtley has requested the City's support for her re-election as the Eastern Region representative to the SCAQMD Board of Directors. Attached to this report is her letter requesting support. The letter outlines her priorities and positions on SCAQMD issues. Staff at the SCAQMD Governing Board Office has not received any other nominations for the position that will be voted on at the Eastern Region City Selection Committee meeting on Thursday, January 6, 1999. OPTIONS: The City Council may pass the resolution supporting Mayor LaPisto-Kirtley, vote to note support Mayor LaPisto-Kirtley or do nothing. RECOMMENDATION: It is recommended that the City Council adopt the following resolution supporting Mayor LaPisto- Kirtley's nomination for re-election as the Eastern Region representative to the SCAQMD Governing Board or that this report is received and filed. WHEREAS, Bradbury Mayor Beatrice LaPisto-Kirtley has served as the Los Angeles Count Eastern Region's 'Representative on the South Coast Air Quality Management - District Governing Board since December 1998; and WHEREAS, Mayor LaPisto-Kirtley's term on the Board will expire on January 15, 2000; and WHEREAS, Mayor LaPisto-Kirtley" is dedicated to the quality of life in all Southern California communities and believes that quality of life is significantly impacted by air pollution; and WHEREAS, Mayor LaPisto-Kirtley has been nominated, and is seeking a second term on the SCAQMD Governing Board. NOW, THEREFORE, THE CITY COUNCIL OF West Covina DOES HEREBY RESOLVE AS FOLLOWS: Section 1: That the City Council. of West Covina endorses the nomination 'and election of Bradbury Mayor Beatrice LaPisto-Kirtley as the Los Angeles County Eastern Region representative on the South Coast Air Quality Management District Governing Board. For the past year, I have served as your representative- on the AQMD Governing Board and have seen many positive changes at the AQMD. I believe more than ever that reducing air pollution is. vital to the quality of life in our communities, and I have several priorities for the future: • The blueprint for achieving.clean air (Air Quality Management Plan) must not impose unreasonable burdens on local governments, such as the indirect source rules that were proposed in 1994. . • . AQMD must continue to respond quickly and effectively to local air quality concerns in our communities. • Toxic air pollution in our communities must be reduced by controlling diesel particulates and other sources of toxics. • As Chair of the AQMD's Legislative Committee, I will continue to promote and support legislation that provides air quality benefits for our local cities. • As Co -Chair of the AQMD's Childrens' Air Quality Agenda, I will work to protect the health of our youngest citizens.
