VETERANS MOVING WALL MEMORIAL
SUMMARY: At, the City Council meeting of January 7, the City Council requested
information on the process of scheduling an appearance of the Vietnam Veterans Moving
Wall Memorial.
DISCUSSION
The Moving Wall lis a portable structure requiring a space of 220 ft. by 64 ft. containing
the names of 58,202 names of service men and women killed in the Vietnam Conflict. It
is essentially a moI ing replication of the Vietnam Memorial in Washington DC. It is
owned and operated by the Vietnam Combat Veterans, Ltd., and has been displayed in
hundreds of communities since its inception in 1984.
The MovingWall travels across the country (actually there are three of them according

to a schedule which is established by Vietnam Combat Veterans, based upon requests by
communities who wish to have the Wall displayed. There is at least a year wait. Each
visit typically lasts one week, although longer displays may be arranged at extra cost.
Placement of the Wall requires a flat surface of at least 15,000 sq. ft. (220' x 64') plus
room for visitors and parking. It would have to be placed at one.of West Covina's parks,
since there is no space in the Civic Center large enough to accommodate it.
The cost of displaying the Moving Wall is $2,650 for a seven day display, plus $375 per
day for each additional day, plus the cost of lodging for one person for nine days (one
-additional day each for set-up and take -down). Additional costs would likely be incurred
for publicity and minor incidentals. The total estimated cost of the project would be
approximately $5,000.
In many communities, the costs of hosting the Moving Wall are raised within the
community from businesses, service clubs, and individual donations. Certainly this could
be accomplished inlWest Covina, particularly with a year's lead time. It should be noted;
however, that the sponsors of the Wall do not allow the Wall to be used as a fundraising
event for any other local cause.
The application for'scheduling the Moving Wall is very brief and, by itself, represents no
binding commitment on the part of the City. That commitment is secured only when a
firm date is offered by Vietnam Combat Veterans. Of course, if the City Council is
interested in hosting the Moving Wall, and organizing a community effort to raise funds,
it should make that decision as if it were a binding commitment up front. According to
the application material, the schedule for 1998 dates is not finalized until September
1991. All dates for 11997 are already taken. In recognition of the City's 75t` birthday in
February 1998, that yyear would be a very opportune time to schedule the Moving Wall.

The Moving Wall is not just a generic name for any type of traveling monument. but is a
name that was given specifically to the first traveling Vietnam Veterans Memorial during it's
fourth display back in February of 1985. Because of the entire concept of not usingg the Wall
to raise funds but only as a means of sharing the experience of gom up to the Wall, the first
visitors to this traveling memorial were "moved beyond words' both from the overwhelming
list of names and also from the fact that nothing was expected from the visitors to this
memorial. It was our gif} and the local sponsors' gift to the community:
To individually acknoiwledge those whose generosities and faith supported the Moving
Wall in many ways would be a vast undertaking. I know that they are aware of the
uncounted lives that have been touched in a most inspiring way by the Wall, and without
their faith and caring of three Vietnam vets with an idea, it may well have remained an idea.

SCHEDULING THE MOVING WALL
What is the first step in scheduling a date for the Moving Wall?
Believe it or not, .you have already taken the first step in scheduling a date for
the Moving Wall in your community. Simply requesting the information is 'a step
many have overlooked.
After reading over the information, the next step is filling out the SPONSOR
APPLICATIONform found elsewhere in this guide and mailing it back to the
Memorial Fund of VCV, Ltd. By doing so, you are not committing to anything yet.
You are simply requesting that you or your organization be put on a list of
communities who will be considered for available dates when the upcoming
schedule is compiled.
Because of the vast number of requests for the Moving Wall, sending in the
completed application doesn't guarantee an available date, but NOT sending in the
application guarantees you won't get a date.
What happens with the applications?
Once the form has been received. the named individual or organization is
placed on a list of applicants for the year's schedule indicated on the application, in
the order received.
Since there are only a certain number of available display dates in any given
year, the earlier your application is received the better chance of receiving a date.
For example, on September 1. 1996. there were 137 communities on the.
applicants list for 1997 display dates. an increase of 4 applications over the
previous year.
Does being in the top 40 guarantee a date?
Unfortunately, nothing guarantees a date other than notification that a date is
available and your acceptance of that date. Being within the first 40 communities
listed certainly helps as consideration is given to those who applied first.
However, because of the magnitude of logistics and expense in moving a
rather large structure around the country, other considerations are taken into
account.
Other considerations made during scheduling are concerning climate (Maine is
hardly the place to be in winter, from a Californian's perspective at least),
geographic relationships to other applicants, and whenever possible, we consider
any specific dates a community may have requested for one reason or another.
Since position on the applicant list is only one consideration of several that must
be undertaken when the scheduling is done, the sponsor is not informed upon
receipt of the application as to what position is held. It would not be an accurate
indicator at the time in showing if a date will be available or not.

As stated on the application form, towards the end of the current year, usually
December, all those who sent in applications will be informed if there are
available dates for the Moving Wall in their community. This process is in stages.
If a date was notlavailable for your community with the first draft of the schedule,
there is still a chance. Those who have been notified that certain dates- are
available have fourteen (14) days to accept and confirm the dates.
If an applicant does not wish the dates that were available to them, then the next
applicant on the list, taking all considerations mentioned above is notified that
those dates are available to them. '
If all dates are; booked, those on the list who did not receive dates will be sent a
SECOND YEAR APP, LIGATION.

SPONSORSHIP REQUIREMENTS
What are the exact hnancia/ obligations of the sponsor?
Basically, to defray the operating expenses of the display as follows:
♦ Minimum seven day display: $2,650.00
♦ Each additional day: 375.00
The requested display fee is $2,650. These funds are used solely for the
operating expenses of the Memorial Fund such as office/shop/warehouse rent and
maintenance; telephone; utilities; vehicle 'payments and maintenance; insurance
policies covering bodily injury, property damage and liability for vehicles,
completed operations (displays), and premises; etc. The funds are also used to pay
for fuel and oil for the transporting of the Memorial from site to site.
.Are there other costs to have the Moving Wall?
As far as direct financial obligations to the Memorial Fund, the display fee and
the transport fee are all that is required.
However, there are other costs besides those directly paid to the Memorial
Fund.
Does the sponsor pav for lodging?
The sponsor is required to provide adequate and comfortable hotel lodging for
one (.1). person who brings the Memorial for the entire week, beginning on the
evening of arrival (the night before, the "set-up day") and continuing through the
last day of display. Typically, nine (9) nights lodging are required.
Whether the sponsor actually pays for the lodging or a hotel donates the lodging
as its contribution to the sponsors' objective is up to the sponsor. Many have been
surprised by the support shown by;the entire community in this endeavor.

Actually, the day before the first day of display is scheduled as the SET-UP.
DAY, thus giving each community the full seven days to have the Moving Wall
available for the community. The Wall is usually scheduled to arrive in the
community on the evening prior to the SET-UP DAY. The Wall is disassembled
the evening of the seventh display.day, or last day of the display, and departs the
community on the following morning.
The Moving Wall was not created to be a "fundraising device". It is express]y
understood that any and all moneys raised for the display of the Moving Wall will
only be used to pay expenses directly related to the display of the Moving Wall.
All excess moneys resulting after all sponsor's expenses relating directly to the
display have been paid will be used solely for the maintenance and upkeep of the
Memorial orial and for the maintenance, upkeep, and storage of the articles left at the
Wall by persons visiting the Memorial. This is not to make the Memorial Fund of
VCV, Ltd. rich. It is to insure that the Memorial is not used or abused.
The sponsor .will not collect donations for any reason at or near the Memorial
display site. One donation box. accountable by the Memorial Fund of VCV,. Ltd.
will be placed at the site for any unsolicited contributions one may wish to make
towards the continued upke p and maintenance of the Memorial.
What about the articles left at the Moving Wall?
All items (medals, notes. letters, photographs, etc.) left at the Memorial are
collected on the last day. marked and boxed, then shipped to the VCV, Ltd. office
for storage in their warehouse. When the Moving Wall has fulfilled its need, a
permanent museum will be constructed where the Wall and all artifacts will be
displayed as a permanent historical record. These items were left at the Moving
Wall. They were not placed there as souvenirs for the sponsor, VCV, Ltd., or other
visitors. They remain with the Wall.

What about the Directory of Names? -
The Memorial Fund will provide at least two (2) copies of the Directory of
Names, but usually more are available.
PHYSICAL STATISTICS OF THE MOVING WALL
How much space is reguired�for the Moving Wall?
The minimum area required for, the Memorial structure is 220 ft by 64 ft. The
total overall length of the structure is 252.8 ft. However, the angle of 120 degrees
requires a minimum area to be 220R in length.
The most appropriate setting to display the Moving Wall is an outdoor, park-
like setting. The contour of the ground along where the structure shall sit should be
level. In many locations where the ground was not level, the sponsors built a
simple 2x4 foundation.
Besides aesthetics, stakes which hold the support braces in place, are driven
approximately 16 -18 inches into the ground. The stakes used are steel concrete
form stakes 1 /2" x 24". For various reasons, damage to the Memorial being
primary, there is no alternative to using the stakes to hold the structure in place.
What is the Moving Wall made o
The original Plexiglass panel and wood -framed structure was retired after the
1986 display schedule and was replaced by Formica -laminated masonite panels
and steel tubular framing, as well as a second structure being built at that time.
However, the various and often severe weather conditions proved too harsh for the
laminated panels that needed constant maintenance and replacement.
Both structures were completely rebuilt at the end of 1988. The structures now
consist of aluminum panels mounted to aluminum framing and supported with
steel tubular bracing. Each panel fits into a u-channel base on the ground, giving
added strength and which helps keep panels aligned during assembly. The entire
concept gave much improvement to the structural strength, as well as appearance,
of the Moving Wall. Towards the end of 1995 a third structure was constructed
because of the ever increasing requests for the Wall.
The Moving Wall stands 6 ft. in height at the center and gradually tapers to 3 ft.
panels at each end. Each wall of the two that make up one structure is 126.2 ft. in
length, for a total length of 252.4 ft., slightly less than the length of a football field.
Name rubbings can be done on the new structure rendering clear, clean results.
As of January 1, 1997, there are 58,202 names on the Moving Wall, the same
as the Wall in Washington, DC.
How many cities have hosted the Moving Wall?
By the end of 1996 the Moving Wall will have been displayed in 520
communities, from Hawaii to Alaska, across the entire continental United
States, as well as Canada. A visit to Puerto Rico occurred in November 1989,
and the Wall visited Guam and the island of Saipan, located in the Northern
Mariana Islands, in July 1993. Requests have come from Australia, New Zealand,
Ireland, and Germany.

2. PROVIDE ADEQUATE HOTEL ACCOMMODATIONS AND MEALS FOR ONE (1)
MEMORIAL REPRESENTATIVE BEGINNING ONE (1) DAY PRIOR TO THE SET-UP DAY OF
DISPLAY AND CONTINUING THROUGH THE LAST DAY OF DISPLAY.
3. PROVIDE ADEQUATE SECURITY FOR ENTIRE DURATION OF DISPLAY.
4. COORDINATE VOLUNTEERS FROM THE COMMUNITY TO AS IN SET -.UP AND TO
'HELP PEOPLE LOCATE NAMES ON THE, MEMORIAL AND TO ANSWER QUESTIONS.
If you are interested in scheduling a date, fill out the form below and return it as soon as possible. If you have a
specific date you might wish the Memorial displayed in your community, please indicate the date in the lower portion
of the form..
We try to have the schedule compiled by September of the previous year. Dates are assigned to communities and the
sponsor is then notified of available dates. If dates are acceptable, a formal agreement will be sent for signature con-
firming those dates. The sponsor will then be requested to send in the deposit. PLEASE, after sending in the form, be
patient. When the schedule is completed, all applicants will be notified at that time. Those who do not receive dates
for that particular year will be placed on the following years list and be given priority for that year's schedule.
