SUBJECT: APPOINTMENT OF REPRESENTATIVE TO THE SAN GABRIEL
VAiI LEY MOSQUITO ABATEMENT DISTRICT
SUMMARY: The San Gabriel Valley Mosquito Abatement District has notified the
Citythat the term of Councilmember Manners will expire in January 1995
and the City Council will need to re -appoint Councilmember Manners to
another term or select an alternate.

BACKGROUND:
In April of each year the City Council reorganizes and appoints representatives, to outside
boards and commissions. Councilmember Manners was appointed as the representative
to the San Gabriel Valley Mosquito Abatement District in April 1994 to complete the
term of the seat vacated by Mayor Pro Tern Herfert. Councilmember Touhey was
designated as the alternate to Councilmember.Manners for the District. The San Gabriel
Valley Mosquito Abatement District has. notified the City that the term of
Councilmember Manners will expire in January 1995 (letter attached).
The District has requested that the City Council either re -appoint Councilmember
Manners or appointsI a new member to the Board of Trustees for the District. Should the
Council decide to re -appoint. Councilmember Manners, the appointment can be for two or
four years. If the Council decides to select a new representative, the appointment may be
made for only two years (Health and Safety Code § 2245).

RECOMMENDATION:
It is recommended that the City Council appoint a representative and an alternate to the
San Gabriel Valley Mosquito Abatement District and designate the appropriate term for
the representative.Q�4

The City of West Covina has appointed Nancy Manners to complete .the term of the seat
Irwindale vacated by Steve Herfert on the San Gabriel Mosquito Abatement District Board of Trustees.
Ms. Manners' term expires January, 1995. The District respectfully requests the City Council
