SUMMARY: The term of office of one of the City Council's
appointees to the West Covina Civic Center
Authority Board will expire January 10, 1993.

The West Covina Civic Center Authority was established in 1967 as a Joint Powers
Agreement between the City of West Covina and the County of.Los Angeles. The Authority
was created to facilitate the construction of several City and County facilities. A five .
member governing board was established to oversee the Authority. The City appoints two
members as does the County.. The four appointed members then select a fifth member who
is subject to approval by the City and County. The boardmembers serve four-year terms
with no limit on the number of terms.
The primary function of the Board is to provide general oversight on the Authority's debt
repayment and meets twice a year for this purpose. The repayment funds are provided
through, lease payments by the City and County.
The term of one of the City's appointees, Mr. John Mordoff, will expire on January 10,
1993. Mr. Mordoff was appointed by the City Council in 1982. Mr. Mordoff has attended
each of the Authority's meetings and has expressed his desire to continue to serve on the
Authority's Governing Board. The appointment is a matter of Council policy and Council
may either reappoint Mr. Mordoff, for a four year term, or appoint a new member to the
Authority's Governing Board.
RECOMMENDATION
. This is a matter of Council policy and staff makes no recommendation.
