J-1 SUBJECP CABLE BOARD APPOINTMENTS DATE January 21, 1992 SUMMARY: The tripartite agreement between Cencom Cable Television, Mt. San Antonio College, and the City established a Cable Communications Cooperative Board and a Public Access Advisory Subcommittee, both of which have members appointed by the Council. One seat on the Cooperative Board and two seats on the Public Access Subcommittee are due for consideration as of January 31, 1992. ANALYSIS• The Cable Communications Cooperative Board: The; mission established for this board is " ...to provide education to 'the general public through the production and programming of PEG (Public, Educational, Governmental) Access televisi'on;. to' work together to promote communications within the community via PEG Access television and to ensure that the total community is served effectively through Access.'' The tripartite agreement leaves open the issue of guidelines for selecting Cooperative Board members. The Cooperative Board member need not be a resident. In the past, Board members have been people with strong ties to the .community (through work -or residency), as wellas some familiarity with either video, cable television, or marketing. The Cooperative Board consists of five voting members: two appointed by the City Council; one appointed by Mt. SAC; plus the chairpersons of the two subcommittees (Educational Advisory Subcommittee,, and Public Access Advisory Subcommittee). The seats appointed by the council are for staggered two year terms. One of the two Council -appointed seats is held by the Community Information Coordinator. The second seat was held by Cathleen Rodman of Queen of the Valley. Hospital. Unfortunately, Ms. Rodman will no longer be.able to serve due to the demands of her position at the hospital (see attached letter). Public Access Advisory Subcommittee: This subcommittee is charged with guiding and supporting the public access component of West Covina Community Television. Membership consists of five people -- four appointed by the Council (each to two year staggered terms), and one appointed by Mt. SAC. The tripartite agreement says the Public Access Advisory Subcommittee members shall be West Covina residents- over 18 years of age. In addition,. -they shall have an understanding and appreciation of the role that PEG Access can play in serving the community, and should represent the cultural and community diversity of the City not otherwise represented on the Board. Two seats are currently due for consideration. They are held by Dave Anderson, a West Covina resident who works at Queen of the Valley Hospital coordinating visual materials including training videos, and Ann Charleston, a resident active with the West Covina Playhouse.. Page 2 CONCLUSION: There is currently one vacant seat on the Cable Communications Cooperative Board, while two seats are up for consideration on the Public Access Advisory Subcommittee. In the past, staff has encountered some difficulty in finding candidates who are both willing to serve on a cable -related board and have relevant experience. Council may wish to reappoint the two active members on the Public Access Advisory Committee and direct staff to initiate a search for a new member of the Cable Communications Cooperative' Board, or Council may wish to direct staff to invite candidates tp apply for all three seats. RECOMMENDATION: Staff makes no recommendation, but seeks direction from Council. Thus, it is with regret that I offer 'myresignation, effective i.=nmediately. As we discussed on the phone today, Tom, the recent merger talks between Inter - Community Medical Center and Queen of the Valley Hospital along with staff cutbacks in my department, prevent me from spending the time, that is needed to be an effective Board member. Additionally, as you know, I am expecting my first child and will be on maternity leave for several months in late spring and early summer. It is gratifying to see the tremendous progress that the cable program in West Covina has made- over the last several years. You and the Board are to be congratulated. I hope that sometime in the future I will be able to get involved once again. Thank you for the opportunity to serve on the Board.
