Council has received a request to, submit comments
regarding the selection.of;city representatives on the
L.A. Metropolitan Transportation Authority.
As Council is aware, the LACTC.and SCRTD have agreed on a proposed
agency reorganization plan to create a new consolidated L.A.
.Metropolitan Transportation Authority.. While cities will have four
seats on the Authority, the selection, process for the city
representatives has not yet been settled._ The attached letter from
the LACTC City Representatives outlines those issues which need to
be addressed. The San Gabriel Valley Transportation Coalition has
not made any recommendations on the selection process.
Due to the importance of selecting city representatives and the
short time frame in which legislation~may be proposed, which will
include the selection process, staff is recommending Council
support the following,items.:
1) The creation of four Districts, of approximately equal
population based on traditional city -alignments;,.
2) Election of the four city representatives by district via a
weighted vote based on each city's population;
-3) Separate election of, alternates by district via.a weighted
vote based on each city's population; -
_.4) Election of representatives and, alternates tofour-year
staggered terms.
This approach will best,allow the City of West Covina and the San.
Gabriel Valley to have a strong voice in regional transportation
issues.
RECOMMENDATION: Mayor Pro Tem Herfert is recommending that Council
support those items outlined in the staff report regarding the
selection process. Those items which Council supports will be
forwarded to Mayor Bob Bartlett of Monrovia .and the San Gabriel
Valley Transportation -Coalition.

SUBJECT: City Representation on Metropoiitan Transportation
Authority Board
-The City of Torrance is supportive of your efforts and of the agreement arrived
at by the, RTD and LACTC Boards in the formation of, a .single Metropolitan
Transportation Authority governing body.
However, our city is keenly concerned with several issues Involving city
representation on that board.
We support:
1. Selection of these city representatives via a weighted vote based on
each city's population.
.2. The concept of choosing the four League representatives from
corridors or districts, as long as the total population of the cities
(outside Los Angeles) in each corridor Is roughly equal.
3. Provisions that the city corridor representative reside in .and be
elected by the: cities In that corridor.

Four corridors have been proposed that do riot reflect traditional city alignments and are
Inequitable in both size and populat! This proposed. new arrangement would create
divisivex ess between cities, defeating the original intent to work toward a common goal.
In the past, two LACTC city representatives were elected from the aunty at -large with a
one city • one vote method, and four SCRID city representatives were elected by
corridors
of comparable size with each city having a We. in proportion to its population. it is
imperative that cities take the best elements of both methods. After li3waing to comments
from. many. of the cities, we propose the following:
1.. Configure four (4) corridors approximately equal in population.

2. Group cities with regard to traditional alignments.
3. Allow each city to have one vote.

4. Elect one city, representative per corridor (4);
a, Require each candidate to come from a City. Council from within that
geographical area,
b. Elea each representative by majority vote flf 1U Los Angeles County cities
(except Los Angeles).
5. Establish: four yearstaggered terms for all city. representatives;
a. Two (2) city representatives. to be elected every two years,
b. City representative(s)`not be required to rotate between. areas within corridors.
