AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMEND-
ING SECTION 2-21 OF THE MUNICIPAL CODE
RELATIVE TO REORGANIZATION OF THE CITY.
COUNCIL
The City Council of the City of West Covina does ordain as follows:
SECTION 1. The City Council of West Covina conducts its general municipal elections on the
first Tuesday after the first Monday in March of each odd -numbered year. The
reorganization of the City Council takes place the following Tuesday, pursuant to
the Government Code.
SECTION 2. Reorganization of the City Council takes place every year. For consistency sake,
the Municipal Code should reflect reorganization of the City Council for the even -
numbered years should also occur in March, rather than April as is currently
stated.
SECTION 3. Section 2-21. Mayor: selection and duties is hereby amended to read as follows:
(a) The mayor, sometimes herein referred to as the "presiding
officer," shall preserve strict order and decorum at all meetings of
the city council. The mayor shall state every question coming
before the council, announce the decision of the council on all
subjects and decide all questions of order, subject however, to an
appeal to the council, in which event a majority vote of the council
members present shall govern and conclusively determine such
question of order. Voting on all ordinances shall be by roll call
vote called by the city clerk; and the mayor shall be entitled to vote
last on all i questions. At the second regular meeting of the city
council in March of each year the council shall hold and conduct
an organizational meeting and choose one of its members as
mayor, subject, however, to the provisions of Section 36801 of the
government Code requiring the appointment of a mayor on the
Tuesday after a general municipal election.
(b) The mayor shall be the official head of the city for all
ceremonial purposes, and shall perform all duties imposed upon
the mayor by the laws of the state or by ordinance of the city. the
mayor shall serve in such capacity. at the pleasure of the city
council.
SECTION 4. This ordinance shall become effective thirty days from the date of its adoption.
SECTION 5. The City Clerk shall certify to the passage of this ordinance and shall cause the
same to be published as required by law.
