SUBJECT: AWARD OF BID FOR THE PURCHASE AND INSTALLATION OF
REFLECTIVE STREET NAME PANELS FOR THE OVERHEAD
STREET NAME SIGNS AT 71 CITY INTERSECTIONS — PROJECT NO.

RECOMMENDATION:
It is recommended that the City Council approve the following actions:
1. Authorize the purchase of reflective street name panels for 71 City intersections from JTB
Supply Company for a total cost of $96,067.58 including sales tax and delivery.
2. Authorize the installation of reflective street name panels for 71 City intersections from PTM
General Engineering Services for a total cost of $25,795.
DISCUSSION:
This energy and cost saving project was approved by the City Council as part of the Capital
Improvement Program (CIP) for Fiscal Year 2012-2013 that included $150,000 to change the
street name panels of the lighted overhead street name signs with reflective street name panels.
A Request for Quotations was sent out to three vendors and the results are shown in the table
below. JTB Supply Company of Anaheim was determined to have the lowest quote that meets
the required specifications.

In addition, quotes were requested for the installation of the street name panels from four
contractors. The following table shows the result of the quotes received. PTM General
Engineering Services was determined to have the lowest quote.

The project is categorically exempt under California Environmental Quality Act (CEQA),
Section 15302 (Class 2 - Replacement or Reconstruction) as the sign panel are replacing existing
sign panels in the same locations.

ALTERNATIVES:
An alternative is to reject all quotes received and ask for new quotes. Since a favorable quote
was received, it is unlikely that seeking new quotes would reduce costs further.
FISCAL IMPACT:
The cost to replace and install the 71 street name panels is within budget and funded with
restrictive Gas Tax Funds. The replacement of the lighted street signs with reflective signs will
save energy and associated costs. It is difficult to determine exact savings because the electricity
that currently powers the lighted signs also powers the traffic signals. Staff estimates the savings
to be approximately $14,000 annually.

It is anticipated that the manufacturing of the street name panels will start immediately following

CROSSING GUARD TO SERVE TELESIS ACADEMY OF SCIENCE AND
MATH SCHOOL.
FINDINGS:
The County of Los Angeles is requesting the City's concurrence to install a marked
school crosswalk and station a crossing guard at the intersection of Hollingworth
Street and Capron Avenue based on the studies. Los Angeles County has committed
to fund the crossing guard.
Capron Avenue intersects Hollingworth Street to form a "T" type intersection.
Hollingworth Street is a 40-foot wide residential street under the joint jurisdiction of
the City of West Covina (City) and the County of Los Angeles (County). The City
maintains the southerly half of Hollingworth Street and the County maintains the
northerly half. Capron Avenue is a 34-foot wide County maintained residential street.
Sidewalks exist on both sides of each street and the posted speed limit of both streets
is 25 miles per hour.
The principal of Telesis Academy of Science and Math requested the County to
install a marked school crosswalk on Hollingworth Street and Capron Avenue to
accommodate pedestrians. The County conducted comprehensive traffic studies to
determine the need for the marked school crosswalk and crossing guard. The results
of the studies show that both the marked school crosswalk and crossing guard were
warranted.
Staff has reviewed the County prepared studies and found them to be prepared in
accordance with Manual of Uniform Traffic Control Devices. In addition, the County
has indicated that they will fund the school crossing guard.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT THE CITY CONCUR WITH THE COUNTY'S RECOMMENDATION
TO INSTALL A MARKED SCHOOL CROSSWALK AND THE
PLACEMENT OF CROSSING GUARD, WITH THE CONDITION THAT

BACKGROUND
Ms. Miriam Kim, the principal of Telesis Academy of Science and Math contacted this
Department to request the installation of crosswalk on Hollingworth Street at Capron
Avenue. She stated that many adults and children cross Hollingworth Street at Capron
Avenue and at Addleman Avenue (mostly at Caprpon Avenue), and crosswalk is
needed to emphasize pedestrian crossing and increase drivers' awareness.
EXISTING CONDITIONS
Hollingworth Street in the vicinity of Capron Avenue is jurisdictionally shared between
the County and the City of West Covina. County maintains the north half of the
roadway, and the City maintains the south half of the roadway. Hollingworth Street is
40 foot wide local-residential street and is improved with curb, gutter and sidewalk. The
school area speed limit is posted at 25 M.P.H. on Hollingworth Street.
Capron Avenue is 34 foot wide, county maintained local-residential street fully improved
with curb, gutter and sidewalk. The speed limit is not posted on Capron Avenue in the
vicinity of Hollingworth Street.
Addleman Avenue is 34 foot wide, county maintained local-residential street fully
improved with curb, gutter and sidewalk. The speed limit is not,posted on Capron
Avenue in the vicinity of Hollingworth Street.
DISCUSSION
Telesis Acaemy of Science and math is located on south side of Hollingworth Street
near Capron Avenue and Addleman Avenue
In conjunction with crosswalk study, a comprehensive traffic study was conducted at the
Intersections of Hollingworth Street and Capron Avenue, and Hollingworth Street and
Addleman Avenue, including stop control study, crossing guard study at Capron
Avenue, and review of overall traffic conditions and vehicular and pedestrian movement
patterns.
Results of the study indicated that installation of multi-way stop control is not
recommended at either intersection.
However, the study revealed that significant amount of pedestrians is crossing the east
leg of the intersection of Hollingworth Street and Capron Avenue during school drop-off
and pick-up hours. Field observations showed that children are crossing Hollingworth
Street at Capron Avenue unsupervised, sometimes in-between the moving vehicles.
Installing a crosswalk at the east leg of the intersection of Hollingworth Street and
Capron Avenue, and assigning a crossing guard during school peak hours will create an
organized assigned point where children can cross the street under supervision, rather
than crossing the streets unsupervised at random locations in the vicinity of Capron
Avenue. It will also give the street and the school a more pleasant and professional
appearance, and will greatly improve overall traffic conditions on Hollingworth Street in
the vicinity of Telesis Academy.
RECOMMENDATION
Based on the above, it is recommended to receive a concurrence from the City of West
Covina and install ladder-type crosswalk at the east leg of the intersection of
Hollingworth Street and Capron Avenue, and obtain a crossing guard for the morning
and afternoon school drop-off and pick-up hours. To maintain uniformity with close-by
controlled intersections, it is also recommended to install yellow-striped crosswalk on
Capron Avenue and on Add leman Avenue as shown on the attached sketch.

THAT A CURVE WARNING SIGN BE INSTALLED ON WESTBOUND
GARVEY AVENUE NORTHEAST OF LANG AVENUE.
FINDINGS:
Garvey Avenue North west of Lang Avenue is a 32-foot wide collector street with
a posted speed limit of 40 miles per hour. The centerline radius of this section of
Garvey Avenue North is 220 feet.
The primary concern of the requester is the drivers are unable to recognize the
approaching curve when traveling westbound at night or inclement weather. Staff
is recommending installing W1-2 "Curve" warning signs before the curve to
increase the visibility of the curve.
TRAFFIC COMMITTEE RECOMMENDATION:
THAT ADVANCE WARNING SIGNS BE INSTALLED ON WESTBOUND

FINDINGS:
The residents on Phillips Avenue, Idahome Street, and Shamwood Street are
concerned with residents from the apartment complex on the north side of
Workman Avenue parking in front of their homes. This makes it difficult for the
residents to find parking adjacent to their homes and interrupts the street
sweeping. In addition, the drivers of those vehicles leave behind litter and debris
on private and public properties.
In response to the request to restrict parking on Phillips Avenue, Idahome Street
and Shamwood Street, a postcard survey of the affected properties of those streets
was conducted. City policy requires that at least a majority of the residents be in
favor of the parking restriction before it can be implemented. The following table
shows the results of the survey.

At present, Section 22-174 of the West Covina Municipal Code does allow for the
installation of signs prohibiting or restricting parking of vehicles on certain street
portions thereof. The requirements of this section include the issuance of four
free permits per dwelling unit. The permits must be displayed in plain view on
the dash or hanging from the rear view mirror. Since the permits are registered to
a particular address and not a particular vehicle, it may also be used for visitor's
vehicles.
DISCUSSION:
Several residents attended the meeting to discuss a change to the 10:00 p.m. to
6:00 a.m. permit parking restriction to 2:00 a.m. to 6:00 a.m. They presented the
committee with a petition signed by 25 of 39 households agreeing with the
change. However, the residents from Phillips Avenue who are most affected by
the apartment residents parking were concerned that enforcement of the 2:00 a.m.
to 6:00 a.m. parking restriction would be difficult. Staff decided to recommend
the 2:00 a.m. to 6:00 a.m. restriction for all three street segments, with the
exception of the first block of Phillips Avenue from Workman Avenue to 235
North Phillips Avenue. The restriction for that segment of Phillips Avenue will
be 10:00 p.m. to 6:00 a.m.

SUBJECT: CITY TREASURER'S REPORT FOR NOVEMBER 2012
RECOMMENDATION:
It is recommended the City Council receive and file this report.
DISCUSSION:
Section 53646 of the Government Code states that a city's chief fiscal officer may submit
quarterly reports to their legislative body. This report is to include the type of investment,
issuer, date of maturity, par and dollar amount invested on all securities, investments, and
money held by the local agency. It must also include a statement that the portfolio is in
compliance with the City's investment policy, or manner in which it is not in compliance,
and note the ability of the local agency to meet its expenditure requirements for the next six
months or provide an explanation as to why sufficient money may not be available.
Although it is no longer a requirement to submit quarterly reports to the local legislative
body, the Finance Department will continue to submit treasurer's reports to the West Covina
City Council each month.
The November Report shows the City's portfolio decreased by $1,741,142 from $42,274,394
on October 31, 2012, to $40,533,252 on November 31, 2012. The overall average maturity
of the portfolio is 796 days or approximately two years. Approximately seven percent of the
portfolio is on deposit in various bank accounts. These funds are available to satisfy
obligations as needed. The majority of the portfolio is on deposit in two investment pools.
Approximately 27 percent is held in the State of California Local Agency Investment Fund
(LAIF) and 32 percent is in the Los Angeles County Investment Pool (LACIP). These funds
are completely liquid since the City could withdraw them at any time. The portfolio also
includes two long-term, high interest investments made in the early 1980s which constitute
approximately 34 percent of the portfolio. This report also shows cash holdings for the
Successor Housing Agency (SHA) and the Community Facilities District (CFD). The SHA
funds are used for the agency operating expenses including housing programs. The CFD
