A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING PALMVIEW PARK MASTER PLAN AMENDMENT NO. 3
PALMVIEW PARK MASTER PLAN AMENDMENT NO. 3
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: Palmview Park, 1340 E. Puente Avenue
WHEREAS, on April 24, 1978, the City Council adopted the Palmview Park Specific Plan; and
WHEREAS, on May 16, 1995, the City Council adopted the Palmview Park Master Plan Amendment No. 1 to allow the installation of a field lighting system on the existing baseball field and
use of such lighting Wednesday through Saturday until 9:00 p.m.; and
WHEREAS, on December 12, 2000, the City Council adopted the Palmview Park Master Plan Amendment No. 2 to allow the expanded use of the baseball field lighting on Monday and Tuesday
until 9:00 p.m. (in addition to Wednesday through Saturday until 9:00 p.m.); and
WHEREAS, a request has been initiated to allow the extension of the evening use of the baseball field lighting from 9:00 p.m. to 10:00 p.m. Monday through Saturday; and
WHEREAS, the Planning Commission, upon giving the required notice, did on the 25th day of January, 2011, conducted a duly advertised public hearing as prescribed by law to consider
said application; and
WHEREAS, the City Council did, upon giving the required notice, on the 15th day of February, 2010, conduct a duly advertised public hearing as prescribed by law to consider said request;
and
WHEREAS, based on the evidence presented to the City Council, both oral and documentary, the City Council finds as follows:
1. The proposed amendment is consistent with the City’s General Plan policy for development of a neighborhood park.
The proposed amendment is consistent with the General Plan Environmental Quality Element which adopts, as goals, the provision of “adequate recreational facilities and programs for the
citizens of West Covina and “the periodic evaluation of the facilities in parks.”
The project is a Categorical Exemption, Class 1 (Section 15332: Existing facilities) pursuant to the requirements of the California Environmental Quality Act of 1970 (CEQA) since the
project site involves the use of existing lighting fixtures at Palmview Park.
NOW THEREFORE, the City Council of the City of West Covina does resolve as follows:
On the basis of the evidence presented, both oral and documentary, the City Council approval of Palmview Park Master Plan Amendment No. 3, subject to the following conditions:
Facility Use Agreements shall specify that baseball games shall cease no later than 9:45 p.m. Monday through Saturday to allow the fields to be cleaned and the participants to leave
the field.
Review of the extended use of the baseball field lighting from 9:00 p.m. to 10:00 p.m. shall be required at the conclusion of the 2011 Pacific Coast Little League baseball season (approximately
July 2011). During this review, noise generation, security issues, and other nuisances by the use and its affect on nearby residential properties shall be considered to determine if
the extension to 10:00 p.m. is appropriate or if additional restrictions or conditions are needed in order to mitigate the effects.
Baseball field lighting shall be adjusted and/or shielded to prevent the visibility of direct glare to adjacent homes to the west prior to the use of new lighting hours.
All baseball field lighting shall be turned off by 10:00 p.m. Monday through Saturday.
The evening use of baseball field lighting shall continue to be prohibited on Sundays, pursuant to the conditions of approval of Palmview Park Master Plan Amendment No. 1.
Any amplified public address system used on the field shall be turned off at 8:00 p.m. on the lighted baseball field.
Speakers for an amplified public address system shall be oriented away from adjacent residences to the west.
The Community Services Department shall conduct annual assessments prior to executing Facility Use Agreements in order to include such other additional provisions/conditions, which will
eliminate or minimize noise impacts on adjacent properties. The assessments shall, at a minimum, consider each league’s compliance with the conditions of approval, complaints received,
changes in league operations, etc.
