REQUEST: City Initiated THAT THE TRAFFIC CONDITION ON MERCED AVENUE FROM AZUSA AVENUE TO HOLLENBECK STREET BE REVIEWED. FINDINGS: Speed limits are established in accordance with the California Vehicle Code (CVC) and the Manual of Uniform Traffic Control Devices (MUTCD) guidelines. Maximum speed limit in urban areas is 55 miles-per-hour. All other speed limits are called prima facie limits, which are considered to be safe under normal conditions. Prima facie limits are set by the CVC and include 25 miles-per-hour in business and residential districts, 25 miles-per-hour in school zones, and 15 miles-per-hour in alleys and railroad crossings. Speed limits between 25 and 55 miles-per-hour are established by a traffic and engineering studies, which take into account a sampling of vehicular speeds, collision history, and roadway conditions. A safe and reasonable speed is set at or below the speed at which 85 percent of the drivers drive. Speed limit for residential, as mentioned above, is 25 miles-per-hour. In order for a street to be considered as a residential street, it needs to have the following characteristics: The width cannot exceed 40 feet. The interrupted length cannot be more than one-half mile (2,640-feet). Interruptions include official traffic control devices such as stop signs and traffic signals. There can be no more than one traffic lane in each direction. Merced Avenue between Azusa Avenue to Hollenbeck Street is 40-feet in width, has one traffic lane in each direction, and is 2,616 feet of uninterrupted length. Thus, this would allow Merced Avenue to be classified as a residential street and set the speed limit at 25 miles-per-hour. SP-10102 PHASE II— VINE AVENUE TO MANILLA WAY RECOMMENDATION: It is recommended that the City Council award the contract to All American Asphalt Inc., in the amount of $1,034,034.00 and authorize the Public Works Director/City Engineer and City Clerk to execute the contract for residential street rehabilitation work. ISCUSSION: This project was approved by the City Council in the Fiscal Year 2009-2010 Capital Improvement Program budget. Phase one of the project (from Garvey Avenue South to Vine Avenue) was completed in 2010. The project was phased to provide coordination with the reclaimed water line on Azusa Avenue that was just completed. The project consists of grinding down (coldmilling) two inches of existing asphalt concrete pavement and providing asphalt concrete overlay, repair of damaged curbs and gutters, sidewalks, construction of wheelchair ramps, adjustment of manholes, new pavement messages, striping, and all incidental and appurtenant work. The total length of the project is approximately 1.85 miles (an area of about 680,000 square feet). Pursuant to the California Environmental Quality Act Guidelines Section 15302-Class 2, the aforesaid improvements are of a minor nature and, therefore, the project is categorically exempt from the requirements for Environmental Impact Report or Negative Declaration of Environmental Impact Report. A notice inviting bids for this project was advertised in the San Gabriel Valley Tribune on June 10, and 17, 2011. In addition, the project was advertised in the Contractor's Green Sheet and the Daily Construction Service. On June 30, 2011 a total of nine bids were received and checked for errors, and all were determined to be valid. The following is a summary of the bids received. Since a favorable bid was received, it is unlikely that seeking new bids would reduce costs any further. Reduce the scope of work by eliminating some segments from the proposed location of streets. This alternative requires negotiation of a change order or a re-bid. This will delay the project and increase the City's backlog of street rehabilitation work, which is unnecessary as there is adequate funding for this project. Pasmant, City Manager and City Council FROM: Susan Rush Assistant City Clerk ITEM NO.: 4 DATE: July 19,2011 SUBJECT: MID-YEAR DESTRUCTION OF DOCUMENTS AS PRESCRIBED BY LAW RECOMMENDATION: It is recommended that the City Council adopt the following resolution authorizing the destruction of specific records: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE DESTRUCTION OF CERTAIN DOCUMENTS AS PRESCRIBED BY LAW DISCUSSION: The City of West Covina's Records Management Manual and Retention Schedule is based on state statutes governing public records (Government Code § 34090 et seq.). The Manual and Retention Schedule provides for the maintenance, retention, preservation, and disposition of records. One of the objectives of the Manual and Retention Schedule is the regular destruction of records and documents that are no longer needed and have been retained for the required period of time. The City Clerk's Office typically destroys records and documents once a year but is preparing a mid-year destruction due to the large number of boxes that have met their retention and are no longer needed. This mid-year destruction will free up valuable space in the City Clerk's lock-up area at the city yard warehouse. The record series listed in Exhibit A of the attached resolution are no longer required to be retained and it is recommended they be destroyed. As required by state law, the destruction of documents must be authorized by resolution of the legislative body and with the written consent of the City Attorney. The City Attorney has reviewed the exhibit and found it to be in conformance with the statutes of the Government Code. Any member of the public may contact the City Clerk's Office and examine the material intended for destruction (except materials that are not available for public review pursuant to the Public Records Act) until August 2, 2011 after which time the material will be destroyed. FISCAL IMPACT The City Clerk's Office utilizes a company to shred documents on-site and to ensure disposal in a secure manner. The appropriate funds are budgeted in account 110.12.1210.6490 for City Hall material and 110.31.3110.6210 for Police Department material.
