TO OTHER AGENCIES
RECOMMENDATION:
It is recommended that the Mayor make appointments to the various organizations described in the staff report, subject to City Council confirmation. It is further recommended that the
representatives to the San Gabriel Valley Council of Governments be named in the following resolution:

COUNCIL OF GOVERNMENTS, AND ____________________ AS THE ALTERNATE.
DISCUSSION:
The City of West Covina is a member of a number of organizations dedicated to serving the interests of local government in this region, in the State of California, and in the nation.
Additionally, the City is a member of a number of joint powers agencies and other entities, which require an appointment of a member to their governing bodies. Attachment A includes
a description of these committees and any stipends associated with serving on the committee. Participation in these activities is significantly important to the City, in that the policies
and decisions of these bodies may directly affect the interest of the City.
According to Section 5-b of the City Council Standing Rules, appointments of City Councilmembers to these organizations are based upon selection by the Mayor, whose selections are
subject to confirmation by the City Council as a whole.
“It shall be the prerogative of the Mayor, taking into consideration relative length of Council service, individual Council Member preference and equivalency, to assign individual
Council Members to various committees.”
The City Council has already filled the positions on the San Gabriel Valley Mosquito Abatement District (Councilmember Shelley Sanderson was previously appointed to a two-year term
that begins in January 2011), and the Los Angeles County Sanitation District. In addition, the representative to the Rose Float Foundation and the Los Angeles County/City Selection
Committee is designated by those groups to be the Mayor with no alternate representative. Lastly, the High Speed Rail Joint Powers Authority between the cities of Los Angeles, Ontario,
and West Covina has been superseded by the formation of the California High Speed Rail Authority. Therefore, the High Speed Rail JPA has been removed from the City Council’s list of
liaison committees. Currently, the California High Speed Rail Authority has its own governing structure, with City staff providing updates to the City Council on the status of the
high-speed rail project.
With the recent reduction in the City budget, the City of West Covina has chosen to suspend membership in a variety of other organizations, including California Contact Cities Association,
Independent Cities Association, San Gabriel Valley Economic Partnership, and the League of California Cities-LA Division. Suspension of these memberships has generated approximately
$21,000 in savings to the City.
FISCAL IMPACT:
There is a minimal fiscal impact to the City for reimbursement of expenses for Councilmembers attendance at the various agencies’ meetings. In addition, some of the agencies identified
on the attached list provide stipends to its board members at no cost to the City.
