CALL TO ORDER Commissioner Blackburn called the meeting to order at 6:34 p.m. II. PLEDGE OF ALLEGIANCE / MOMENT OF SILENT PRAYER Commissioner Lewis led the Pledge of Allegiance and Commissioner Blackburn asked for a moment of silent prayer. III. ROLL CALL Commissioners Present: Armbrust, Blackburn, Fennell, Kennedy (arrived 7:01), Lewis, Ogden, and Torres Commissioner Absent: St. Gaudens, and Valles Staff Present: McNeill, Morgan, Smilowitz, Iseri, Yuasa and Shore IV. CORRESPONDENCE AND ORAL COMMUNICAITONS Resignation of Commissioner Mark Booth Director McNeill announced that Commissioner Booth has resigned from the Community Services Commission. He and his family will be moving out of town. V. MINUTES FOR APPROVAL A. Approval of the Minutes of the Regular Community Services Commission Meeting held on Tuesday, July 13, 2010. MOTION: Motion by Ogden, and seconded by Torres to approve the Minutes of the regular Community Services Commission meeting held on Tuesday, July 13, 2010. Motion carried by a vote of 5-0-1. (Lewis no.) Kennedy, St. Gaudens and Valles were not present. VI. PRESENTATIONS None. VII. ADMINISTRATION NEW BUSINESS – Director McNeill Joint Meeting with the Planning Commission to Discuss Maverick/Ridge Rider Master Plan 11/09/10 Director McNeill explained that the Joint Meeting will be held in the Community Room. Biggest Loser Pound for Pound Food Donation Program Director McNeill gave an update on the program, explaining that the program is not operating at this time. Staff will monitor it periodically. LAHSA 2011 Greater Los Angeles Homeless Count Director McNeill stated that the City needs 90 volunteers for one night in January to help count the homeless in West Covina. She related her own experience with the count previously. She also explained how important it is for a City to be involved in the count in order to receive the maximum benefits from the County. If no one helps from the City, the County arbitrarily gives the City fewer benefits. B. OLD BUSINESS Director McNeill stated that Volunteer of the Year applications would be due shortly, and the voting will occur at the January meeting. VIII. COMMUNITY AND RECREATION SERVICES A. NEW BUSINESS 1. Full Moon Happy Family Festival Manager Smilowitz reported that this event was well attended, and was a successful event that will return next year. There were many drawings during the day with the grand prize being air fare to Taiwan. B. Upcoming Events 1. West Covina Day at the L.A. County Fair Director McNeill and Manager Smilowitz reminded everyone of the upcoming Fair, and reduced coupons for family and friends. C. OLD BUSINESS None. (Chair Kennedy arrived.) IX. AD HOC REPORTS A. CDBG Manager Morgan stated that the Housing Rights Center is hosting a workshop tonight at the West Covina County Library educating people on matters of rent increases. CIP Manager Morgan reported on updates on all the park projects.   Special Events 1. Fashion Show Benefit Manager Smilowitz reported that an initial meeting was held and the Committee members are looking for locations. The next meeting will be the following month. It was noted that the Fashion Show would incorporate fashions for children and teens as well as adults. Commissioner Armbrust requested to be on the Committee in a temporary capacity. Staff and Commissioners discussed upcoming events including Hallows Eve at Ghoster Park and the West Covina Veterans’ Memorial Wall Sports Council Manager Morgan proudly announced all of the champion wins that the West Covina baseball leagues have accomplished this year, and that the City Council will congratulate them with award presentations in the coming months. X. COMMISSIONER REPORTS/COMMENTS Individual Reports/Comments on Activities None. XI. ITEMS TO BE AGENDIZED None. XII. ADJOURNMENT MOTION: Motion by Armbrust, and seconded by Lewis to adjourn the meeting at 7:15. Motion carried by a vote of 7-0. St. Gaudens and Valles were not present.
