November 1, 2011
Mayor/Chairman Herfert called to order the regular joint meeting of the West Covina City Council, Community Development Commission, and Public Financing Authority at 7:00 p.m. in the
City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.

REPORTING OUT FROM CLOSED SESSION
Deputy City Attorney Matt Gorman reported the following:
Prior to convening into closed session, all items on the City Council/Community Development Commission agenda were announced for inclusion in the closed session discussion.
Items on the agenda:
Conference with Legal Counsel – Existing Litigation – Johnathan Constantini – All members were present except Councilmember Sanderson. Council received a report from legal counsel and
Council provided direction with no further action and nothing further to report.
Conference with Real Property Negotiators – Property: McIntyre Square Assessor Parcel Number 8480-016-002, 032, 033 - All members were present except Commissioner Sanderson. Report
was provided by staff and direction was provided by the Commission with no final action and nothing further to report.
CHANGES TO THE AGENDA City Manager Andrew Pasmant announced a correction to Item No. 11 Vehicle and Equipment Surplus stating the recommendation is amended to authorize staff to sell
the electric vehicle indicated in the Addendum to West Covina Unified School District for one dollar ($1).

ORAL COMMUNICATIONS
Lloyd Johnson Lloyd Johnson, West Covina resident, expressed his disappointment at comments made by Councilmember/Candidate Armbrust at the Candidates Forum regarding senior citizens
and use of computers; and disappointment of the approval of the Equestrian Overlay Moratorium and felt Councilmember Sanderson should not have participated.
Herb Redholtz Herb Redholtz, West Covina resident, addressed the Police Officers Associations’ representative who announced the Associations’ endorsement of Mayor Herfert and Councilmember
Armbrust and wished to share his candidacy endorsements for City Council.
Lukas Armbrust Lukas Armbrust, West Covina resident, thanked Councilmember Lane and her husband for their support in helping him attend Cooperstown New York. Lukas presented Councilmember
Lane with a plaque expressing his appreciation.
CONSENT CALENDAR Mayor Pro Tem Touhey announced that he would abstain from voting on Item #3, Zone Change No. 11-02 at 301 S. Glendora Ave., due to a conflict of interest as he has worked
for the developer of the project.

Recommendation is that the City Council adopt the following ordinance:

4) Traffic Commmittee Minutes – Ocrtober 18, 2011 (accept & file)
Traffic Committee Minutes Recommendation is that the City Council take the following actions:
a. Receive and file the following Minutes of the Traffic Committee meeting held on October 18, 2011:
I. Request
City Initiated
Install Exclusive right-turn lanes on northbound Azusa Avenue at Workman Avenue and Rowland Avenue.
Staff Recommendation:
That exclusive right-turn only lanes be installed on northbound Azusa Avenue at Workman Avenue and Rowland Avenue and install the necessary red curbs adjacent to the proposed right-turn
only lanes.
II. Request
Arthur Renya, West Covina Resident
That no parking on street sweeping days be implemented on Michelle Street from California Avenue to Sandy Hook Street every Monday of each month from 7:00 a.m. to 3:30 p.m.
Staff Recommendation:
That no parking on street sweeping days be implemented on Michelle Street from California Avenue to Sandy Hook Street every Monday of each month from 7:00 a.m. to 3:30 p.m.
III. Request
City Initiated
That speed limit for Cherrywood Street from Garvey Avenue South to Norma Avenue be reduced from 35 miles-per-hour to 30 miles-per-hour and speed limit for Calvados Avenue from Garvey
Avenue South to Norma Avenue be reduced from 35 miles-per-hour to 25 miles-per-hour.
Staff Recommendation:
That an ordinance be introduced amending Section 22-131 of the West Covina Municipal Code relating to the reduction of the posted speed limits on the following street segments:
1. Cherrywood Street from Garvey Avenue South to Norma Avenue from 35 miles-per-hour to 30 miles-per-hour.
2. Calvados Avenue from Garvey Avenue South to Norma Avenue from 35 miles-per-hour to 25 miles-per-hour.
IV. Request
Cyril Hinds, West Covina Resident
That parking adjacent to 1709 Varilla Drive be restricted to permit only parking.
Staff Recommendation:

7) Letter of Support for West Covina to Host Special Olympics World
Host Summer Special Olympics Summer Games in 2015
Recommendation is that the City Council send a letter to the Special Olympics International Board of Directors encouraging the use of Big League Dreams – West Covina as a location to
host the 2015 Special Olympics World Summer Games.
8) Taylor House Lease Extension
Taylor House Lease Recommendation is that the City Council authorize the Mayor to execute an amendment to the Taylor House lease agreement between the City of West Covina and the West
Covina Rose Float Foundation (WCRFF) for an additional seven (7) years.
Police Department – Miscellaneous
9) Private Grant from Target for Financial Crimes Supplies
Target Grant Recommendation is that the City Council appropriate the Target grant ($2,000) into account 221.31.3110.6220.
Public Works Department – Miscellaneous
10) Purchase of Pickup Truck
Purchase of Pickup Truck Recommendation is that the City Council authorize the purchase of a pickup truck from the lowest responsible bidder Villa Ford for a total cost of $20,322.22
including sales tax and options.
11) Vehicle and Equipment Surplus
Vehicle/Equipment Surplus Recommendation is that the City Council authorize the sale of the surplus vehicles and equipment listed in the staff report using a public auction company,
US Auctions, in accordance with Section 2-316 of the West Covina Municipal Code.
CONSENT CALENDAR ACTION Motion by Armbrust and seconded by Lane to approve all items listed on the Consent Calendar with the record reflecting that Touhey abstained on Item No. 3.
Motion carried 5-0, with Item #3 carried by a vote of 4-0-1 (Touhey abstained).
COUNCIL COMMENTS Councilmember Sanderson requested that staff or the City Attorney explain legal process to the resident with concerns on her participation in the Equestrian Overlay
Moratorium.
Mayor Herfert further explained the process and Mayor Pro Tem Touhey addressed comments by resident regarding the Moratorium.
Councilmember Armbrust responded to comment regarding her comments made during the candidates forum regarding senior citizens.
ADJOURNMENT Motion by Armbrust and seconded by Sanderson to adjourn the meeting at 7:17 p.m. in memory of the following:
Tom Blair, long time West Covina resident
Nick Aaronson, former West Covina resident.
Motion carried by 5 – 0.
