ORAL COMMUNICATIONS
Armando Sanchez Armando Sanchez, West Covina resident, commented on a councilmember’s comments at the last meeting that were directed towards Assemblyman Hernandez representative after
he read a letter during Oral Communications; addressed the short fall in the City’s
budget and expressed his opposition to the development of a golf course.
Shirley Buchannan Shirley Buchannan, West Covina resident, addressed transparency issues brought forth at the last meeting; commented on the development of a golf course and requested
the Item #3 be removed from the Agenda.
Irene Fleck Irene Fleck, West Covina resident, announced upcoming events at the West Covina Library.
East San Gabriel Valley Japanese A representative of the ESGV Japanese Community Center
Community Center Representative announced a Family Health Fair that will be held on July 23.
CONSENT CALENDAR Councilmember Karin Armbrust requested that Item #3 – Agreement between the City of West Covina and West Covina Community Development Commission for the Development

server hardware for the City’s computer network in the amount of $56,351.91, and authorize the City Staff to execute the contract.

8) Placement of Property Insurance for FY 2011/12
Property Insurance Recommendation is that the City Council approve renewing the City’s property insurance coverage for FY 2011/12 with Hartford Fire Insurance Company, at a cost of $41,916.

Community Development Commission for the Development of a Golf Course at the West Covina Sportsplex Site. Motion carried by 5 – 0.
Item 3 Agreement between the City of West Covina and West Covina Community Development Commission for the Development of a Golf Course at the West Covina Sportsplex Site –
City Manager Pasmant stated in brief, that the state’s recent passing of a bill to eliminate Redevelopment Agencies has the potential to unravel many agreements already in place and
possibly block further development. This agreement will preserve the ability of the City to develop the golf course at the site in the future, or any development at the site.
Community Development Commission Redevelopment Manager Ben Kim confirmed the purpose of the report as stated by City Manager Pasmant.
Motion Motion by Sanderson and seconded by Touhey to approve the Implementation Agreement to the Cooperation Agreement dated February 15, 2011 for Payment of Costs to the City of West
Covina Associated with the Development of a Golf Course.
Motion carried 5 – 0.
HEARINGS Public Hearing
9) West Covina Citywide Lighting and Maintenance District
Lighting and Maintenance Dist. Mayor Herfert announced the hearing matter and Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Herfert then proceeded
to open the hearing and Public Works Director Shannon Yauchzee gave a brief staff report. Staff is recommending a 2% increase in current rates that would prevent reserves from being
depleted by 2016. The increase would represent approximately 92 cent per year for a typical single family home.
Assistant City Clerk Rush verified that no written comments have been received on this matter.
Public testimony Mayor Herfert opened the public testimony portion of the hearing and called for public comments.

10) Vehicle Storage in the “Service Commercial” Zone
Commercial Vehicle Storage Mayor Herfert announced the hearing matter and Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Herfert then proceeded to
open the hearing and Acting Planning Director Jeff Anderson gave a brief staff report stating the Planning Department received a request from Penske and Mercedes-Benz of West Covina
to consider allowing the storage of vehicles on two employee parking lots on the west side of Hollenbeck Street. The Planning Commission recommended allowing the storage of new vehicles
in conjunction with an automobile dealership with the approval of an administrative use permit.
Public testimony Mayor Herfert opened the public testimony portion of the hearing and called for public comments.

11) 2012 Annual Report and Assessment
Auto Plaza BID Mayor Herfert announced the hearing matter and Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Herfert then proceeded to open the hearing
and Redevelopment Manager Ben Kim gave a brief staff report. Mr. Kim stated that confirming the Annual Report by resolution adoption places direct assessment on the auto dealers in
the auto plaza. The assessment revenue is used for various operation and maintenance costs for the electronic readerboard sign located in the West Covina Auto Plaza, as well as recover
the operation and maintenance costs for the entry statement to the Auto Plaza. He stated that the Auto Plaza Business Improvement District Advisory Board approved the Annual Report
on April 18, 2011. Mr. Kim responded to questions from Concil.
Assistant City Clerk Rush verified that no written communications had been received on this matter.

Fees and Charges Mayor Herfert announced the hearing matter and Assistant City Clerk Rush verified that proper legal notice had been given. Mayor Herfert then proceeded to open the
hearing and City Controller Dennis Swink gave a brief staff report and provided a brief overview of the proposed changes. Mr. Swink responded to questions regarding the change to the
senior dog license discount and Community Services Director McNeil responded to questions regarding filing in parks.
Public testimony Mayor Herfert opened the public testimony portion of the hearing and called for public comments.
Lloyd Johnson, West Covina resident, requested clarification of the dog license fee and the senior discount and staff responded to his question.

Council discussion Councilmember Lane inquired as to the success of the Ambulance Subscription fee. Controller Swink replied there are over 300 subscribers.

Identification of New Projects Funded by Community
13) Development Block Grant (CDBG) Funds
New CDBG Projects Community Services Director Michele McNeill proved a brief staff report requesting the City Council consider CDBG-eligible projects in order that the City complies
with HUD’s requirement that funds be used in a timely manner. In addition, Ms. McNeill presented three additional projects not highlighted in the staff report which include a dog park
at Palmview Park, sand volleyball at Palmview Park and solar panel in the Senior Center. Staff also recommended that community meetings be held to gather input from the community in
order to comply with HUD’s community input element.

Council discussion Mayor Herfert would like to see community meetings take place to gather the residents’ input and ideas.
Councilmember Lane inquired into the different splash pad concepts. Community Services Manager Lyndel Morgan provided a brief explanation.
Mayor Pro Tem Touhey inquired about Prop 84 Grant funding for the parks and Community Services Director McNeill provided a response. In addition, she reminded Council that any projects
approved by the City Council would then have to go through HUD’s review for approval.
Motion Motion by Touhey and seconded by Lane to look into splash pads and dog parks at Palmview Park and Del Norte Park. Mayor Herfert stated this would come back to community meetings
for input and ideas.
Motion carried by 5 – 0.
CITY COUNCIL/COMMUNITY DEVELOPMENT COMMISSION COMMENTS
Mayor Herfert reported that the Marriott Hotel at Restaurant Row opened and that he attended the Eighth Grade Graduation at South Hills Academy in West Covina.
Mayor Pro Tem Touhey addressed West Covina’s businesses and the impact to the City’s economy.
