R E S O L U T I O N N O.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING MAVERICK/RIDGERIDERS PARK MASTER PLAN
MAVERICK/RIDGERIDERS PARK MASTER PLAN
CATEGORICAL EXEMPTION
APPLICANT: City of West Covina
LOCATION: 300 S. Citrus Street – Maverick/Ridgeriders Park
WHEREAS, the City now desires to establish a master plan to determine improvements for the park; and
WHEREAS, the Community Services Commission and Planning Commission, upon giving the required notice, did on the 25th day of January, 2011, conduct a duly advertised public hearing as
prescribed by law to consider said application; and
WHEREAS, the Planning Commission did adopt Resolution No. 11-5400 recommending approval of Maverick/Ridgeriders Park Master Plan to the City Council; and
WHEREAS, the City Council did, upon giving the required notice, on the 15th day of February, 2011, conduct a duly advertised public hearing as prescribed by law to consider said request;
and
WHEREAS, based on the evidence presented to the City Council, both oral and documentary, the City Council finds as follows:
1. The proposed master plan is consistent with the City’s General Plan policy for development of a special facilities park.
The proposed park master plan is consistent with the General Plan Environmental Quality Element which adopts as goals the provision of “adequate recreational facilities and programs
for the citizens of West Covina” and “the periodic evaluation of the facilities in parks.”
The project is a Categorical Exemption, Class 4 (Section 15304: Minor Alteration to Land) pursuant to the requirements of the California Environmental Quality Act of 1970 (CEQA) in
that it consists of minor improvements to existing park facilities at Ridgeriders/Marverick Park.
NOW THEREFORE, the City Council of the City of West Covina does resolve as follows:
On the basis of the evidence presented, both oral and documentary, the Planning Commission recommends to the City Council approval of Maverick/Ridgeriders Park Master Plan, subject to
the following conditions:
Final plans for park rehabilitation projects shall be reviewed and approved by the Planning Department, Public Works Department, Fire Department and Community Services Department and
shall be in substantial conformance with the approved Park Master Plan.
Prior to the commencement of any improvements, plans shall be submitted to the Planning Department and Maintenance Division for review and approval. Improvements shall avoid the removal
of mature healthy trees.
Prior to the commencement of construction, all proposed light fixture specifications shall be provided to the Planning Department and Public Works Department. The Lighting Plan shall
comply with the Lighting Standards established in Planning Commission Resolution No. 2513, Revision No. 6. Any new lighting shall be shielded and directed so as to prevent light from
shining into surrounding properties. If new lighting fixtures over ten feet in height are proposed, a photometric plan shall be reviewed and approved by the Planning Department and
Engineering Division.
Plans for colors, materials and construction of any park equipment shall be reviewed by the Planning Department and Building Division for compliance with applicable regulations.
Picnic tables shall be designed of permanent materials such as concrete or stone and be affixed to the ground so that they are unable to be moved.
Grading and construction shall be designed and implemented in accordance with the requirements of the City Engineer Department and the Building Department. In addition, grading and
construction shall be completed in accordance with the West Covina Municipal Code and the California Building Code.
The grading and drainage is required to be designed by a registered Civil Engineer and the project will be required to comply with Standard Urban Stormwater Mitigation Plans (SUSWMPS),
as determined by the Public Works Department. In addition any grading shall be completed in accordance with the West Covina Municipal Code and the California Building Code.
Grading plans required by Public Works shall be submitted to the Planning Department for review. Grading plans shall identify all trees and shall indicate trees to be removed and those
to be retained.
Prior to any construction activity on the site an orange construction fence shall be installed at the dripline of all trees on the site that are not located within the areas proposed
for grading pursuant to the tentative map. The fences shall be left in place until construction is complete. No parking of vehicles, or operation of vehicles or equipment is permitted
within the dripline of any trees proposed for retention during construction. Grading and construction activity, including the parking of vehicles, shall be avoided to the greatest
extent possible within a 10-foot radius of the dripline of trees proposed for retention.
Grading and construction activities shall comply with the City’s grading and noise ordinance. Requirements include, but are not limited to, restricting excavation, grading, and other
construction activities to the hours between 7:00 a.m. and 8:00 p.m. All construction equipment shall have a properly operating and maintained muffle.
Existing groom/wash area for horses shall be protected and/or enhanced at the Equestrian component of the park.
Provide fence and/or wall to separate ball field and equestrian uses in the same location as the existing fence for safety purposes.
