06-26-2013 - Bus Tour of Possible Blighted Areas in the City - Item A (2).pdfCity of West Covina
TO: Christopher J. Chung, City Manager
and City Council
Memorandum
AGENDA
ITEM NO. A
DATE June 26,2013
FROM: 'Shannon A. Yauchzee, Director/City Engineer
Public Works Department
SUBJECT: BUS TOUR OF POSSIBLE BLIGHTED AREAS IN THE CITY
RECOMMENDATION:
It is recommended that the City Council tour the listed sites (attached) and return to a future City
Council meeting for discussion and to provide direction.
DISCUSSION:
On March 5, 2012, the City Council considered an item that would lead to an annual apartment
inspection program in the City. The Council then directed staff to return with alternative ideas
such as incentives for property maintenance upkeep. At that meeting, Councilmember Sykes
expressed his concerns about keeping up standards within the community and provided
comments he had received from residents regarding residential and business properties in areas
that may appear blighted. Councilmember Sotelo then suggested possibly touring the City to see
where the blighted areas are located.
On March 19, 2013, this item returned to the City Council in the form of a report suggesting
possible alternatives to provide incentives for property owners to properly maintain their
properties. At this meeting, Councilmember McIntyre asked that this item be held over until
such time as arrangements could be made to tour the City.
Staff have made arrangements for a bus tour of 10 areas in the City as identified by
Councilmember Sykes. The route is listed on Attachment A and each individual site shown on
Attachments B through L.
It is important to note that several sites maybe inaccessible by bus due to being located along
alleyways, and/or narrow streets/sharp turns.
ALTERNATIVES:
1. Tour the sites and return to a future City Council meeting for discussion and to provide
direction.
2. Receive and file this report and table the item.
3. Provide staff alternative direction.
FISCAL IMPACT:
There is no fiscal impact at this time.
