AYES: Arredondo, Bennet, Blackburn, Dinh, Kennedy, Stewart, Lopez, Kaufman NOES: None ABSENT: Cox ABSTAINING: Lewis NEW BUSINESS 2) Park Tour via Shuttle Throughout the City Commissioners, staff and citizens went on a tour of the parks via shuttle throughout the city to address individual park needs. The following parks were visited and the following needs were stated for each park. • Del Norte Park Needs: More Restrooms & community room space. • Orangewood Soccer Complex Park Needs: Fencing by wash, address the boundaries between the playground and the fields to eliminate balls from entering playground. • California Parkette Needs: More lighting & playground equipment and address the homeless issues at this park. • Aroma Parkette Needs: More lighting. • Cameron Park Needs: More parking. • Galster Park Needs: Remove dead trees, connecting trails to Schabarum, update 2006 plaque, remove graffiti, repainting facility and update playground equipment. • Friendship Park Needs: Update playground equipment, more lighting, update paint to match. • Shadow Oak Needs: More parking, lower plateau bathroom, more lighting, update and add staircase and update playground equipment. • Gingrich Park Needs: More lights and more parking. • Ridge riders/Maverick Needs: More lights. • Cortez Park Needs: Update/add bathroom. • Walmerado Park Needs: Light covers (Lexan) over lighting so they can't be damaged or broken. No motion needed. AD HOC COMMITTEE REPORTS None COMMISSIONERS REPORTS Stewart request that we look at the Community & Recreation Services nominee process for next year. Dinh visited the Senior Center. Blackburn updated us on an issue of homelessness on Arnar & Azusa since the last meeting and wanted to understand the scope of duties the Commission has to assist with the process of addressing these issues. Bennett attended several meetings, districting etc. and requested that we revisit holding meetings at Shadow Oak Park due to the lack of enough parking for these types of meetings. Kaufman attended several events including the Philippine Consul General reception, LA County Talk in Session on Prop 64, Districting meetings, and attended the Hurst Ranch BBQ. Kaufman also requested that before setting up meetings we verify other items on the calendar and try to avoid conflicts. ITEMS TO BE AGENDIZED None. AYES: Bennet, Blackburn, Cox, Dinh, Kennedy, Lewis, Stewart, Lopez, Kaufman NOES: ABSENT: Arredondo 2017 Special Commission Meeting Wednesday, November 15, 2017 3 AGENDA ITEM NO. 2 AGENDA STAFF REPORT City of West Covina I Office of the City Manager DATE: November 15, 2017 TO: Mayor and City Council Community & Senior Services Commissioners FROM: Chris Freeland City Manager SUBJECT: PARK NEEDS ASSESSMENT RECOMMENDATION: It is recommended that the City Council and Commission seek input from the community to re- evaluate all ten projects previously identified for resubmittal to Los Angeles County. BACKGROUND: At the February 9, 2016 Special Community & Senior Services Commission Meeting, a Park Needs Assessment workshop was conducted at Cameron Community Center. The Commission received input from approximately thirty five residents at the meeting (this count includes Commissioners and Council present). The Meeting was held in order to identify, prioritize, and determine the cost for park projects across the region that could be potentially funded by a Los Angeles County (County) park tax measure. In November 2016, voters approved Los Angeles County Measure A, which is a parcel tax that allocates 1.5 cents per square foot of developed property in West Covina for park development and park improvements. Measure A provides funding to the County and cities for a variety of park projects. In West Covina, those projects identified in the Parks Needs Assessment are to be funded, with additional funding for ongoing maintenance costs of these new facilities. Measure A funds cannot be used for projects not listed on the Parks Needs Assessment, unless approved by the County. In addition to the projects, Cities will be able to compete for open and competitive grants. Since the passage of Measure A, the County has held several meetings with Cities to discuss the process to receive funding and a timeline for the open and competitive grants. Funding for local projects will begin to be allocated to Cities in spring 2018. DISCUSSION: Park Needs Assessment Page 2 of 2 —November 15, 2017 The City of West Covina staff had an opportunity to meet with Los Angeles County representatives, and the County has advised the City that it can re-evaluate the community priority projects identified in February 2016, and submit a revised project list for funding consideration. The list of projects previously submitted to Los Angeles County include the following: 1. Add Community/Recreation Center at Del Norte Park 2. Add Trails at Del Norte Park 3. Add Restrooms at Del Norte Park 4, Add Trails at Galster Park 5. Add Pools/Aquatic Facilities at Shadow Oak or Maverick Park 6. Add Trails at Maverick or Orangewood Parks 7, Add Fitness Zones at Cortez Park 8. Add Fitness Zones at Shadow Oak Park 9. Add Restrooms at Heritage Park 10. Add Amphitheater at Heritage Park The Park Needs Assessment "Study Area Profile" includes data as well as the ten projects selected by the community at the February 9, 2016 Meeting (Attachment No. 1). Staff recommends that the aquatic center be removed from the priority list, as West Covina Unified School District is replacing the existing Municipal Pool, with a new aquatic center. Staff is also recommending that the Shadow Oak Park improvements (i.e. restroorns and playground) be added to the Parks Needs Assessment list, as the City Council, based on significant support from the community, has identified Shadow Oak improvements, as the City's top priority for future park funds. This project was not prioritized at the February 2016 Meeting. FISCAL IMPACT: Park projects developed or improved with Measure A funds are budgeted in the General Fund, but are reimbursed by Los Angeles County from Maintenance and Servicing Funds. Measure A funds are derived from West Covina property taxes. The County of Los Angeles has estimated that the City of West Covina will receive $400,000 in annual funds for capital projects and ongoing maintenance. BACKGROUND: At the February 9, 2016 Special Community & Senior Services Commission Meeting, a Park Needs Assessment workshop was conducted at Cameron Community Center. The Commission received input from approximately thirty five residents at the meeting (this count includes Commissioners and Council present). The Meeting was held in order to identify, prioritize, and determine the cost for park projects across the region that could be potentially funded by a Los Angeles County (County) park tax measure. In November 2016, voters approved Los Angeles County Measure A, which is a parcel tax that allocates 1.5 cents per square foot of developed property in West Covina for park development and park improvements. Measure A provides funding to the County and cities for a variety of park projects. In West Covina, those projects identified in the Parks Needs Assessment are to be funded, with additional funding for ongoing maintenance costs of these new facilities. Measure A funds cannot be used for projects not listed on the Parks Needs Assessment, unless approved by the County. In addition to the projects, Cities will be able to compete for open and competitive grants. Since the passage of Measure A, the County has held several meetings with Cities to discuss the process to receive funding and a timeline for the open and competitive grants. Funding for local projects will begin to be allocated to Cities in spring 2018. DISCUSSION: Park Needs Assessment Page 2 of 2 —November 15, 2017 The City of West Covina staff had an opportunity to meet with Los Angeles County representatives, and the County has advised the City that it can re-evaluate the community priority projects identified in February 2016, and submit a revised project list for fimding consideration. The list of projects previously submitted to Los Angeles County include the following: 1. Add Community/Recreation Center at Del Norte Park 2. Add Trails at Del Norte Park 3. Add Restrooms at Del Norte Park 4, Add Trails at Galster Park 5. Add Pools/Aquatic Facilities at Shadow Oak or Maverick Park 6. Add Trails at Maverick or Orangewood Parks 7. Add Fitness Zones at Cortez Park 8. Add Fitness Zones at Shadow Oak Park 9. Add Restrooms at Heritage Park 10. Add Amphitheater at Heritage Park The Park Needs Assessment "Study Area Profile" includes data as well as the ten projects selected by the community at the February 9, 2016 Meeting (Attachment No. 1). Staff recommends that the aquatic center be removed from the priority list, as West Covina Unified School District is replacing the existing Municipal Pool, with a new aquatic center. Staff is also recommending that the Shadow Oak Park improvements (i.e. restrooms and playground) be added to the Parks Needs Assessment list, as the City Council, based on significant support from the community, has identified Shadow Oak improvements, as the City's top priority for future park funds, This project was not prioritized at the February 2016 Meeting. FISCAL IMPACT: Park projects developed or improved with Measure A funds are budgeted in the General Fund, but are reimbursed by Los Angeles County from Maintenance and Servicing Funds. Measure A funds are derived from West Covina property taxes. The County of Los Angeles has estimated that the City of West Covina will receive $400,000 in annual funds for capital projects and ongoing maintenance.
