BP-12302) City of West Covina Memorandum AGENDA ITEM NO. 1 DATE December 12, 2011 RECOMMENDATION: It is recommended that the City Council accept the swimming pool repair work proposal of Adams Brothers Pool Plastering, Inc. in the amount of $56,925 as submitted on December 1, 2011, and authorize the Public Works Director/City Engineer and City Clerk to execute the contract. DISCUSSION: During the 2011-2012 Capital Improvement Program budget process, the City Council authorized that $60,000 of Park funds be used to identify the cause of ongoing water leaks at the West Covina Municipal Pool and perform needed repairs. After investigation, staff identified the failure of an existing underwater expansion joint and the deteriorated condition of the pool's marine plaster coating as the primary source of those water leaks. This project will replace that failed expansion joint with a new matching joint, and provide the swimming pool with a new plaster finish and additional work to upgrade the pool to current standards. A special meeting was requested so that the work can start right away in order to be completed on time for the local schools including West Covina High, Bishop Amat and possibly Edgewood to use in their programs. This work will be done during the facility's seasonal shutdown period, and all will be completed by January 8, 2011. Mandatory job-walks took place at the project site during November 2011, and on December 1, 2011, three competitive bids were submitted to perform the work. The lowest responsive bid was received from Adams Brothers Pool Plastering, Inc. of Bellflower, California, in the amount of $56,925. Aquapure Inc. $69,306 ALTERNATIVES: An alternative is to reject the bids received and direct staff to seek new bids. Since a favorable bid within budget was received, it is unlikely that seeking new bids would reduce costs any further. FISCAL IMPACT: In June 2011, the City Council approved the 2011-2012 Capital Improvement Program that included funding for this project. It is recommended that this project be funded in the amount of $60,000 from Park Fund, Account No. 163.83.8201.7900. In addition to the $56,925 for the construction contract, a sum of $3,075 is needed for design, administration, inspection, and contingencies for a total funding of $60,000 to perform this project.
