SUBJECT: ACCEPT IRREVOCABLE OFFER TO DEDICATE 1515 EAST AMAR ROAD
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ACCEPTING AN IRREVOCABLE OFFER TO
DEDICATE EXECUTED BY VIRGILLIO S. FELICIANO, JO VITA
FELICIANO, AND JULIETA S. FELICIANO AND DIRECTING THE
RECORDATION THEREOF
DISCUSSION:
Owners of the property located at 1515 East Amar Road submitted a Planning Director's
Modification application to convert an existing bank into a restaurant in 2001. The application was
approved subject to several conditions. One of the conditions was to dedicate 12-foot wide portion
of property for the future widening of Amar Road in the form of an Irrevocable Offer to Dedicate.
This Irrevocable Offer to Dedicate was received and recorded on October 9, 2001. In order to
"convert" the offer into a dedicated street easement, it is necessary to formally accept the offer by a
City Council resolution. The resolution of acceptance is then recorded with the Los Angeles
County Recorder.
The Amar Road and Azusa Avenue intersection widening improvement project is partially funded
with Federal Funds that require a right-of-way certification, which is being processed before it is
submitted to Caltrans for construction authorization. Advertising for bids is anticipated by
November after Caltrans authorization. The project should be awarded by December and
construction should begin by mid January of 2012.
ALTERNATIVES:
An alternative is not to accept the offer to dedicate. This will require revision to the project plans
to eliminate street widening, which will add unknown redesign cost and delay. Also, the additional
left turn lane from westbound Amar Road to southbound Azusa Avenue would have to be
eliminated and result in less congestion relief.
FISCAL IMPACT:
The project for the widening of Amar Road and Azusa Avenue intersection will be funded with
Federal and State funds. No General Fund monies are being utilized.

RESOLUTION NO. 2011 - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
ACCEPTING AN IRREVOCABLE OFFER TO DEDICATION EXECUTED
BY VIRGILLIO S. FELICIANO, JO VITA FELICIANO, AND JULIETA S.
FELICIANO AND DIRECTING THE RECORDATION THEREOF
The City Council of the City of West Covina does hereby resolve as follows:
SECTION 1. The interest conveyed by that certain instrument recorded on October
9, 2001 as Document No. 01-1911466 of Official Records of Los Angeles County executed by
Virgillio S. Feliciano, Jovita Feliciano, and Julieta S. Feliciano granting the City of West Covina
the property or interest therein particularly described for future street and highway purposes to be
known as Amar Road is hereby accepted. Said property is more particularly described as follows:
A STRIP OF LAND 12.00 FEET IN WIDTH AND APRPROXIMATELY 122.36 FEET IN
LENGTH, BEING THE SOUTHWESTERLY PORTION OF PARCEL 4 OF PARCEL MAP NO.
3799 IN THE CITY OF WEST COVINA, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA RECORDED IN BOOK 45, PAGE 46 OF PARCEL MAPS IN THE OFFICE OF
THE COUNTY RECORDER OF SAID COUNTY. THE STRIP OF LAND IS CONTIGUOUS
TO AMAR ROAD.
SECTION 2. The City Clerk is hereby authorized and directed to execute a
certificate of acceptance in substantially the form prescribed by section 27281 of the Government
Code and to cause the said Instrument and said certificate to be filed for record in the office of the
County Recorder of the County of Los Angeles.
