Wills, Chief of Police SUBJECT: ADDITIONAL 2009-2010 SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND (SLESF) GRANT FUNDS RECOMMENDATION: It is recommended that the City Council appropriate the additional $40,723.86 funds from the State under the Supplemental Law Enforcement Services Fund (SLESF) grant into 155.31.3110.6290 for unbudgeted police supply items. DISCUSSION: The Supplemental Law Enforcement Services Fund (SLESF) is a State grant which, according to California Government Code Section 30061 and 30062, must be used “exclusively to fund frontline municipal police services, in accordance with written requests submitted by the Chief of Police,” and cannot be used to replace or “supplant existing funding for law enforcement services.” On May 18, 2010 (Item D-3c), the City Council approved a $100,000 SLESF grant incorporating a specific list of pre-prioritized items including Graffiti Tracker service, LIDAR traffic enforcement equipment, and two patrol vehicles. Since that time, the State finalized their 2009-2010 SLESF grant amounts and awarded an additional $40,723.86 to West Covina. Having considered this additional funding, the Police Department’s priority is to fund smaller supply items that could not fit within the $100,000 grant amount considered on May 18th. Specifically, these items include frontline and tactical police supplies, weapons equipment and accessories, and ammunition. FISCAL IMPACT: Using this additional $40,723.86 in State SLESF grant funds for the needed police supply items is in keeping with the grant’s legislatively dictated requirements and meets the Police Department’s frontline law enforcement needs, and will not impact the City’s General Fund.
