SUBJECT: MOBILE RADIO PURCHASE USING 2008 STATE HOMELAND SECURITY GRANT PROGRAM FUNDS
RECOMMENDATION:
It is recommended that the City Council authorize the direct purchase of seven (7) equipped vehicle mounted XTL 5000 mobile radios from Motorola’s authorized regional distributor (Advanced
Electronics) under Los Angeles County contract pricing MA-IS-43070-6, totaling $34,481.17, using 2008 State Homeland Security Grant funds, account 227.31.3110.6999.
DISCUSSION:
On September 15th, 2009 (Item D-4d), the City Council accepted and appropriated the 2008 State Homeland Security grant, totaling $171,345 and incorporating both Police and Fire Department
projects that were approved by the grantors under a regional application process. Recently, the Police Department obtained approval from the State (through the Los County Operational
Area) to modify its $47,510 portion of this grant to incorporate the purchase of some vehicle mounted mobile radios. At the same time, the State and County approved Motorola as the
sole source vendor of these radios. Based on quoted Los Angeles County pricing, West Covina can obtain seven (7) properly equipped XTL 5000 radios from Motorola’s authorized regional
distributor, Advanced Electronics, for $34,481.17.
FISCAL IMPACT:
2008 State Homeland Security Grant Program (SHSGP) funds that were already appropriated will be used for this purchase and then reimbursed by the grantors for these specified and pre-approved
items. There is no match requirement, and no cost to the City.
