05-03-2011 - FY2011-2012 Community Development Block Grant (CDB - Item 10 Attach 2 (2).doc This attachment describes City’s approved FY 2010-2015 Consolidated Plan Priorities, the basis for the FY 2011-2012 Action Plan. Homeless/HIV/AIDS: The allocation of CDBG funds to public services can address a portion of these needs. (Based on survey feedback, emergency assistance is a high priority) Non-Homeless Special Needs: The allocation of CDBG funds to public services can address a portion of the non-homeless needs. Rental Housing: Rental housing needs are addressed by the Section 8 rental assistance program and the affordable housing developments funded by the CDC Low and Moderate Income Housing Fund. Owner-Occupied Housing: Owner housing needs will be addressed by the CDC Home Improvement Loan Program (HILP) and the Housing Preservation Program (HPP). Public Facilities: Public facilities may be funded during the Consolidated Plan cycle – 2010 to 2015. (For example, projects may include: parks and recreation facilities and youth centers, which were the highest priority public facilities based on survey feedback.) Infrastructure Improvements: Improvements such as street rehabilitation and replacement of curbs and gutters will be funded during the Consolidated Plan cycle. (For example, projects may include street improvements, which was the highest priority capital improvement based on survey feedback.) Economic Development: Activities to address these needs will be funded by the CDC non-housing funds. The CDC plans to continue to develop and implement a new aggressive Economic Development Plan and to develop a system between City departments to assist businesses and to make West Covina a business friendly environment. Public Services: A high priority was assigned to public services because CDBG funds can help to address the needs of the elderly, frail elderly, youth and other low/moderate income populations. These needs can be addressed by the 15% allocation of CDBG funds to public services. (For example, public services may include: youth services, transportation services, and crime awareness, which were the highest priority services based on survey feedback.) Code Enforcement: This need has been addressed in the past by CDBG funds and it is anticipated that CDBG funds will continue to be invested on code enforcement.
