Pasmant, City Manager and City Council FROM: Shannon Yauchzee, Director AGENDA Public Works Department ITEM NO. 10 DATE November 1, 2011 SUBJECT: PURCHASE OF PICKUP TRUCK RECOMMENDATION: It is recommended that the City Council authorize the purchase of a pickup truck from the lowest responsible bidder Villa Ford for a total cost of $20,322.22 including sales tax and options. DISCUSSION: In the 2011-12 Fiscal Year Capital Improvement Program (CIP), the City Council approved $28,000 for the replacement of a Public Works pickup truck. Bid packages were mailed to 19 Ford dealerships that have requested to be included on the City's Bid List and on September 12, 2011, the Request for Quotations was noticed in the San Gabriel Valley Tribune. On September 27, 2011, five responses were received and opened. The following is a summary of the bids received: No Dealer City ' Bid Amount 1 Villa Ford Orange $20,322.22 2 Theodore Robbins Ford Costa Mesa $20,466.85 3 Raceway Ford Riverside $21,449.90 4 *West Covina Motors West Covina $22,140.46 5 Ford of Montebello Montebello $22,791.93 *1% sales tax revenue from West Covina dealer would reduce cost by $221.40. Villa Ford of Orange, California was then determined to be the lowest responsible bidder by meeting the required bid specifications. In addition, to the purchase of the pickup truck, other small purchases (decals, light equipment, storage boxes, etc.) will also be funded from this CIP project. The vehicle being replaced is unit 207, a 1998 Ford E250 van with 98,500 miles. Because unit 207 has exceeded it useful life and is not suitable for a different City use, it is recommended that this vehicle be auctioned. This van is used by the Parks Section for building, irrigation, and parks maintenance and repair. Staff has determined that a pickup truck is better suited for the job tasks used with this vehicle. ALTERNATIVES: Reject all bids and re-solicit new bids. Since favorable bids were received, it is unlikely that lower bids will be received. Do not purchase replacement vehicles and continue to make costly repairs on the older vehicles. FISCAL IMPACT: Sufficient funds in the amount of $28,000 were approved in the 2011-2012 Capital Improvement Program budget Account No. 163.87.8221.7170 (Park Fund).
