Pasmant, City Manager and City Council FROM: Chris Freeland, Deputy City Manager SUBJECT: LEASE AGREEMENT WITH ROWLAND UNIFIED SCHOOL DISTRICT TO CO-LOCATE TWO PUBLIC SAFETY ANTENNAS ON THE BKK RADIO TOWER RECOMMENDATION: It is recommended that the City Council approve the proposed Lease Agreement authorizing Rowland Unified School District to co-locate two (2) public safety antennas on the BKK radio tower. DISCUSSION: Rowland Unified School District (RUSD) is upgrading their public safety radio system and has approached the City of West Covina to lease space and use the existing BKK radio tower located at 2400 Azusa Avenue to co-locate two (2) public safety antennas as part of the upgrade. RUSD has more than 16,000 students, 23 elementary and secondary schools, and serves the communities of Rowland Heights, Walnut, La Puente, City of Industry and West Covina. Hollingworth Elementary, Rincon Intermediate, and Giano Intermediate schools are located in West Covina. The proposed lease agreement calls for RUSD to locate a 30-inch Motorola communication cabinet inside the City’s radio equipment room adjacent to the BKK radio tower. The cabinet is being mounted in a portion of the equipment room that is not currently being utilized by the City of West Covina. In addition, RUSD wishes to install two (2) public safety radio antennas on the southwest leg of the tower at a height of 18.3 meters above the ground. The placement of these antennas will not create any interference with the existing radio antennas or cellular antennas currently on the tower. Significant amount of space is still available for additional antennas for future developments. The term of proposed lease with RUSD shall be for five (5) years commencing sixty (60) days from the full execution of the lease. RUSD also agreed to pay the City rent of $300 per month with annual increases of three percent (3%) beginning with year two and each succeeding year of the Lease Agreement. In addition, RUSD has proposed that the terms of the lease may be extended for five additional terms of five years each, by mutual agreement. A copy of the proposed lease agreement is attached (Attachment A). The installation of these antennas will benefit RUSD’s public safety efforts and allow for better protection of students and property of West Covina schools. FISCAL IMPACT: There is no cost to the City for the installation of the two antennas. RUSD is responsible for all installation costs. The revenue from the proposed co-location of the antennas on the BKK radio tower will generate $3,600 in the first year, $19,133 over five years, and $171,271 over 30 years to the City.
