Pasmant, City Manager and City Council FROM: Chris Freeland, Deputy City Manager SUBJECT: CITY COUNCIL AUTHORIZATION TO APPLY FOR GRANTS FOR A DOG PARK IN WEST COVINA RECOMMENDATION: It is recommended that the City Council authorize City staff to seek grant funding and locations for a dog park in West Covina. DISCUSSION: At the February 15, 2011, City Council meeting, the City Council approved Councilmember Karin Armbrust’s request to agendize a report seeking the City Council’s consensus to instruct City Staff to prepare a staff report to apply for Proposition 84 (State Park Grant) funding for a dog park in West Covina. Proposition 84 was approved by voters for the creation of new parks and recreation facilities in critically underserved communities throughout California. The deadline to submit applications for the second round of funding for this $368 million statewide park-funding program is July 1, 2011. City staff is seeking the City Council’s authorization to apply for Proposition 84 grant funding, as well as funding from other federal, State, county, and private grant sources. Historically, funding Proposition 84 grants submissions have not been awarded for dog park construction. However, to incorporate a human element to the dog park design would keep the grant competitive. Therefore, the City will look to include a jog-dog trail for owners and their pets; a perimeter walking path for pet owners to use while their pets play; a respite area for owners to sit, picnic, or barbecue; or any other feature that would incorporate a human benefit. Doing so would improve the competitiveness of the application, but would also increase the level of funding necessary for the proposed park. FISCAL IMPACT: The cost of the project will be determined by the amenities, condition of the site, availability of utilities, and the level of improvements needed to complete the dog park. City staff estimates that a dog park with a drinking fountain, picnic shelter, and fencing around the site will cost approximately $150,000.
