SUBJECT: AMENDMENTS TO THE FY 2010-2011 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ACTION PLAN
RECOMMENDATION:
It is recommended that the City Council approve the proposed amendments to the FY 2010-2011 CDBG Action Plan as detailed on Attachment #1 and appropriate $40,000 as necessary, to implement
the amendments.
DISCUSSION:
The annual CDBG Action Plan is a comprehensive one-year strategy that addresses the use of CDBG Funds for the purposes of meeting the goals of providing decent housing, a suitable living
environment, and expanded economic opportunities, principally for low- and moderate-income persons. The U.S. Department of Housing and Urban Development requires the document of all
recipients of federal CDBG funds.
On April 20, 2010, the City Council approved the FY 2010-2011 CDBG Action Plan, preceding the approval of both the City’s FY 2010-2011 Operating and Capital Budget on May 20, 2010, and
the allocations for CDBG-funded Public Services on June 1, 2010. The purpose of this report is to amend the Action Plan to make it consistent with the budget approvals and to include
one new activity.
Of the amendments detailed on Attachment #1, Amendments #1 through #16 are necessary to make the Action Plan consistent with the adopted Budget by including the approved activities and
funding levels, as shown in the attachment.
Amendment #17 consists of construction of a storage room at the Senior Center. The FY 2010-2011 Capital Improvement Budget included $50,000 for this project. However, an additional
$10,000 is needed to complete this project based on new construction estimates.
Amendment #18 is a new proposed activity to be funded in the Action Plan. The wooden bridge at the northern end of Cortez Park provides accessibility from the walking path to the picnic
shelters on the other side of the drainage ditch. The bridge has deteriorated due to termite damage and wood rot. Staff proposes that the existing wooden bridge be demolished and
replaced with a new concrete bridge to allow safe accessibility to the shelters.
The process for such amendments requires a 30-day public comment period, a public hearing, and approval by the City Council. A notice was published on August 20, 2010. No public comments
were received.
ALTERNATIVES:
Approve the proposed amendments to the FY 2010-2011 CDBG Action Plan as detailed on Attachment #1 and appropriate $40,000 as necessary, to implement the amendments.
Provide alternate direction.

FISCAL IMPACT:
There is no impact to the General Fund resulting from this report. The proposed amendments represent a net increase of $40,000 from the City’s approved FY 2010-2011 Budget. The increase
results from the two proposals to modify funding to Activity #17 and include new funding for Activity #18. Sufficient CDBG Funds are available to cover the cost of the proposed amendments.
