Pasmant, City Manager and City Council FROM: Thomas Bachman, Assistant City Manager SUBJECT: APPROVAL OF REVISED CLASS SPECIFICATION FOR PUBLIC WORKS PROJECT SUPERVISOR RECOMMENDATION: It is recommended that the City Council approve the revised class specification for Public Works Project Supervisor, by adopting the following Resolution: RESOLUTION NO. __________ - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REVISING THE CLASS SPECIFICATION FOR PUBLIC WORKS PROJECT SUPERVISOR DISCUSSION: The current class specification for Public Works Project Supervisor is tailored to the functions performed in the Building Division of the Public Works Department. These similar functions also occur in the Engineering Division of the Public Works Department. The proposed changes will allow the Department more flexibility in the current and future use of the positions within the Public Works Department. Staff has also updated the necessary certifications for the position, as well as the physical requirements for this position. The Public Works Project Supervisor class specification is attached as Exhibit A. HUMAN RESOURCES COMMISSION REVIEW: At their Regular Meeting of April 14, 2010, the Human Resources Commission reviewed and approved the revised class specification for Public Works Project Supervisor. FISCAL IMPACT: There is no fiscal impact related to this proposed revised class specification. Class Spec PWP Sup 12.7.10 EXHIBIT “A” CITY OF WEST COVINA MID-MANAGEMENT CLASS SPECIFICATION APRIL 2010 PUBLIC WORKS PROJECT SUPERVISOR Job Summary Under general supervision, obtains contractor proposals for City projects; supervises and participates in the inspection of new and modified infrastructure, buildings and structures for compliance with City, State, and Federal requirements. For infrastructure this will include, but not be limited to: traffic signals, paving, concrete flatwork, sidewalks, curb and gutter, storm systems, sanitary sewer. For buildings, this will include, but not be limited to: building, plumbing, mechanical, and electrical codes. Also performs related work as required. Essential Functions 1. Obtains contractor proposals for City projects and insures completion of work. 2. Prepares or reviews plans and specifications for bidding of City projects. 3. Conducts field inspections on infrastructure projects, including but not limited to: traffic signals, paving, concrete flatwork, sidewalks, curb and gutter, storm systems, and sanitary sewer to ensure compliance with state and local codes, ordinances, and regulations. 4. Conducts field inspections on building construction, including but not limited to: structural, plumbing, electrical, mechanical, and related installations at commercial, residential, and industrial sites to ensure compliance with state and local codes, ordinances, and regulations. 5. Verifies that buildings and infrastructure are safely constructed in accordance with approved plans and specifications. 6. Inspects the quality of construction materials and the appropriateness of methods utilized. 7. Inspects existing buildings and infrastructure for hazardous conditions, structural failures, or other related problems. 8. Informs builders, contractors, or homeowners of code violations. 9. Supervises and trains subordinate staff members and inspectors. 10. Administers contracts for the construction, modification, and repair of city buildings and infrastructure; checks the work functions for major public and private construction projects. 11. Prepares estimates and schedules for Capital Improvement Projects. 12. Prepares reports relating to projects under construction and in the process of inspection. PUBLIC WORKS PROJECT SUPERVISOR Page 2 QUALIFICATIONS Required Knowledge and Abilities Thorough knowledge of building construction, including but not limited to: plumbing, electrical, mechanical installations; knowledge of California Building, Mechanical, Electrical and Plumbing Codes; knowledge of commercial, industrial, and residential construction and/or infrastructure construction, including but not limited to: traffic signals, paving, concrete flatwork, sidewalks, curb and butter, storm systems, and sanitary sewer; knowledge of California Title 24 and Department of Transportation (DOT) standards governing disabled accessibility requirements, pursuant to the Americans with Disabilities Act (ADA). Ability to read and interpret codes, plans, specifications, and blueprints; ability to prepare clear and detailed reports; ability to operate modern office equipment, including computer equipment and software. Education: Associate of Arts degree in building construction, architecture, engineering, or related field is desirable. Experience: Five years of experience in infrastructure, infrastructure inspection, building construction, building inspection or related field; municipal experience in construction project management and building inspection is desirable. Certification: Possession of International Code Council (ICC) Certification as a Building Inspector or the ability to obtain within one year of employment. Possession of American Public Works Association (APWA) Certification as a Public Infrastructure Inspector is desired. License: Class C California Driver’s License required. Working conditions/physical profile: Ability to climb, crawl, and lift moderately heavy objects up to 50 pounds. This position requires extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard.
