SUBJECT: AUTHORIZATION TO APPLY FOR PROPOSITION 84 STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM GRANT
RECOMMENDATION:
It is recommended that the City Council adopt the following resolution authorizing an application to the Statewide Park Development and Community Revitalization Program (Prop 84) for
the Orangewood Park Renovation Project.
RESOLUTION NO. __________- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA APPROVING THE APPLICATION FOR STATEWIDE PARK PROGRAM GRANT FUNDS.
DISCUSSION:
On November 7, 2006, Californian voters passed the $5.4 billion “Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Bond Act of 2006” (Prop 84).
As part of the Proposition, $368 million was made available for the Statewide Park Program.
Prop 84 will award competitive grants for the creation of new parks and new recreation opportunities in proximity to the most critically underserved communities across California. In
order to qualify for consideration, a proposed project must be located in an area (1/2-mile radius) that meets one of two criteria: (1) the median household income is less than $47,331
or (2) the ratio of usable park space is less than 3 acres per 1,000 residents. Eligible projects consist of development projects, as well as acquisition and development combination
projects. The minimum grant request is $100,000 and the maximum is $5,000,000. The grant does not require a match. This is the second of two grant cycles.
Projects should be completed within eight (8) years from the date the grant is appropriated. Because of the competitive nature of this program, once a project has been selected for funding,
the State of California Department of Parks and Recreation Office of Grants and Local Services will not approve any change in the project that substantially affects the use, scope,
capacity, or service area of the project as presented in the application. Any projects must comply with the requirements of the California Environmental Quality Act (CEQA).
In order to capture the benefit of this grant, staff has considered other projects that would qualify for Prop 84 funding. Based on its competitiveness, staff recommends submitting
a proposal for the renovation of Orangewood Park to include lighted soccer fields, a snack bar, universally accessible playground, picnic areas with barbecues, walking path, public
meeting room and storage facility, restrooms, shade canopies, and parking lot improvements. Extensive planning has gone into the project, starting in 2003 with the City Council creation
of a soccer field subcommittee. Subsequent efforts resulted in a conceptual plan developed by a consultant in 2007 and an amendment to the Orangewood Park Master Plan in 2008, which
was intended to accommodate the concept. The Conceptual Plan, approved by the City Council on August 19, 2008 can be seen in Attachment B.
West Covina Youth Soccer (WCYS), which provides athletic opportunities for 1,700 youth each year, would greatly benefit from this project. WCYS is the only Sports Council group that
does not have access to playing fields on City property, in fact the City of West Covina does not own or operate soccer fields. Currently, WCYS is dependent upon school fields for
all levels of play. The City has been aware of the need for City-soccer fields for a number of years, however funding has been a tremendous obstacle. WCYS works with West Covina Unified
School District to access Edgewood School as their primary site for games and practices. Changes to usage could be a matter of concern for WCYS as WCUSD plans for the future usage
of the Edgewood campus. The District recently changed Edgewood from a middle school to a high school campus, which could create new athletic demands for the fields and thereby displace

WCYS. City staff will work to mitigate any impacts to the league, however the situation underscores the need to pursue the construction of a soccer complex through grant funding from
Prop 84.
The application, including approved resolution, is due to the State of California Department of Parks and Recreation Office of Grants and Local Services no later than July 1, 2011.
ALTERNATIVES:
The City Council may:
Adopt the following resolution authorizing an application to the Statewide Park Development and Community Revitalization Program (Prop 84) for the Orangewood Park Renovation Project,
or
Provide alternate direction. To give a sense of eligible projects, Attachment C describes those awarded in the first round of the Prop 84 grant cycle.
FISCAL IMPACT:
There is no General Fund impact resulting from this report. The City would seek up to $5,000,000 for the construction of the Orangewood Park Renovation Project or an alternate project
as directed by the City Council.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA APPROVING THE APPLICATION FOR STATEWIDE PARK PROGRAM GRANT FUNDS
WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of the Statewide Park
Program, setting up necessary procedures governing the Application; and
WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of application(s) before submission of
said application(s) to the State; and
WHEREAS, the applicant will enter into a contract with the State of California to complete the grant scope project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of West Covina
hereby:
Approves the filing of an application for the Orangewood Park Renovation Project, and
Certifies that said applicant has or will have available, prior to commencement of any work on the project included in this application, the sufficient funds to complete the project;
and
Certifies that the applicant has or will have sufficient funds to operate and maintain the project(s), and
Certifies that the applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in the Grant Administration Guide; and
Delegates the authority to Community Services Director to conduct all negotiations, sign and submit all documents, including, but not limited to applications, agreements, amendments,
and payment requests, which may be necessary for the completion of the grant scope; and
Agrees to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines.
