AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING SECTION 2-67(g) OF THE WEST COVINA MUNICIPAL
CODE CLARIFYING THE PROCEDURES TO REMOVE A CITY
COMMISSIONER
WHEREAS, Commissions are comprised of citizens of West Covina, serving in an advisory
role to the City Council, and take great pride in conducting business meetings in a professional,
respectful, and courteous manner.
WHEREAS, the rules and procedures for City Commissioners are outlined in Chapter 2 -
Article III of the West Covina Municipal Code and within the City of West Covina
Commissioners' Handbook; and
WHEREAS, the current rules and procedures (i.e. Commissioner Handbook or Municipal
Code) do not outline a comprehensive set of "Rules of Conduct & Decorum" or any type of
procedures or consequences that the City of West Covina can enforce against a Commissioner
based on unacceptable behavior; and
WHEREAS; the proposed policy and guidelines will provide some general rules for
decorum, professional & respectful behavior, and encourage the orderly conduct of Commission
Business meetings; and
WHEREAS, the proposed "Rules of Conduct & Decorum" includes: consequences for
inappropriate behavior, up to and including, removal of the Commissioner from their position by
the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
SECTION NO. 1: The following language in Chapter 2, Article II1, Section 2-67(g) of the
West Covina Municipal Code is hereby deleted:
"Removal. A commissioner may be removed in the same manner as he/she is
appointed. "
SECTION NO. 2: The following language in Chapter 2, Article I1I, Section 2-67(g) of the
West Covina Municipal Code is amended to read as follows:
Sec. 2-67(g). Removal
"A commissioner may be removed by the appointing Councilmember. A
commissioner may also be removed upon an affirmative vote of not less than
four (4) members of the City Council for violating the West Covina
Commissioner Rules of Conduct & Decorum as outlined in the City of West
Covina Commissioners'Handbook.
Any Commissioner removed from a Commission upon the affirmative vote of
not less than four (4) members of the City Council may not be appointed to
any City Commission, Ad -Hoc Committee, employment with the City of West
Covina (volunteer, part-time, or full-time) for a period of one year from the
date of removal. "
SECTION NO. 3: The City Clerk shall certify the adoption of this Ordinance and shall
cause the same to be posted or published in the manner as required by law.

SECTION NO. 4: This ordinance shall take effect and be in force thirty (30) days from
and after the date of its passage.
