AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ESTABLISHING SECTION 22-191 OF THE
WEST COVINA MUNICIPAL CODE TO PROHIBIT, RESTRICT OR
REGULATE THE PARKING, STOPPING AND STANDING ON THE
CIVIC CENTER PARKING OWNED OR OPERATED BY THE CITY OF
WEST COVINA
WHEREAS, the Civic Center was built in 1968, which included the City Hall, County
Court House and the County Library
WHEREAS, since 1968, visitors to the City Hall, County Court House and Library
utilized the parking facilities at no charge.
WHEREAS, the City Council desires to exercise its authority to regulate the Civic
Center parking pursuant to California Vehicle Code Section 22519
WHEREAS, the City Council desires to administer a parking fee to offset the operating
and maintenance costs of the parking facilities
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of West
Covina as follows:
SECTION 1. Add Section 191 to Chapter 22 of the West Covina Municipal Code:
Section 22-191.0 - Purpose
Pursuant to section 22519 of the California Vehicle Code, the City Council of the West Covina
hereby enacts this ordinance to regulate the use of the Civic Center parking facilities owned and
operated by the City and administer a parking fee, located at 1444 West Garvey Avenue South in
the City of West Covina.
Section 22-191.1— Regulations
The parking, stopping and standing of a vehicle on the Civic Center parking facility is prohibited
as follows:
(a) Where vehicles do not have a valid proof of paying the parking fee;
(b) Where vehicles are not displaying a valid City parking permit;
(c) During the hours of 2:00 AM to 5:00 AM, unless with valid City parking permit;
(d) In areas marked "RESERVED" unless the vehicle bears the appropriate City markings or
City parking permit;
(e) In areas marked "NO PARKING" or beyond the maximum allowed time in areas where
parking is limited to a specific time;
(f) In areas designated as a "loading Zone" unless the vehicle is being utilized for loading
and unloading of passengers or materials;
(g) In areas designated for use of disabled persons, if the vehicle does not display a placard or
license plate for disabled persons' parking;
(h) Where the parking, stopping and standing of the vehicle blocks or retards ingress or
egress to the parking facility.

Section 22-191.2 Parking Permit Fee
Permits can be obtained from an automatic permit machine and at a fee established by resolution
of the City Council.
Section 22-191.3 Sign Posting
The City shall cause to be posted visible and legible signs giving notice of the parking
restrictions. Additionally, signs shall indicate that vehicles parked in violation of restrictions
may be removed as hereinafter provided.
Section 22-191.4 Enforcement; issuance of citation; towing of illegally parked vehicles;
(a) The persons authorized to enforce the provisions of this chapter shall be the Police Chief
of the City of West Covina or his designee; any peace officer of the City of West Covina;
and any community service officer of the City of West Covina. Such persons are
authorized to issue citations for violation of Section 22-191.
(b) Such authorized persons may order that a vehicle be towed away and stored, at owners
expense, where such vehicle is in violation of Section 22-191
SECTION 2. The City Clerk shall certify to the passage and adoption of this ordinance,
causing it to be posted as required by law and it shall be effective thirty (30) days after its
adoption.
