Ordinance - 2188ORDINANCE NO. 2188 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ACCEPTING THE COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING (POST) REQUIREMENTS AS TO RECRUITMENT AND TRAINING STANDARDS OF PUBLIC SAFETY DISPATCHERS WHEREAS, the City of West Covina Public Safety Dispatchers require continuous training to stay current on developments and to sharpen their skills as public safety dispatchers; WHEREAS, the Commission on Peace Officer Standards and Training (POST) offer classes designed to keep public safety dispatchers current and adequately trained; WHEREAS, POST will reimburse the City for this training, but as a condition to the City's application for state aid, California Penal Code Section 13522 requires that the City's governing body adopt an ordinance stating that the City will adhere to POST's standards for recruitment and training. NOW, THEREFORE, be it ordained by the Council of the City of West Covina as follows: SECTION 1. The City of West Covina hereby declares it accepts the requirements of Section 13510(c) of the California Penal Code, and will adhere to the standards for recruitment and training established by the Commission on Peace Officer Standards and Training (POST) for Public Safety Dispatchers. SECTION 2. The City of West Covina will adhere to the requirements of Section 13512 of the California Penal Code, such that the Commission and its representatives may make inquiries as deemed appropriate by the Commission to ascertain that the City of West Covina public dispatcher personnel adhere to the standards for selection and training established by POST. SECTION 3. If any part of this Ordinance, or its application to any person or circumstance, is held to be invalid, the remainder of the ordinance, including the application or provision to other persons or circumstances, shall not be affected and shall continue in full force and effect. To this end, the provisions of this ordinance are severable. SECTION 4. The City Clerk shall certify to the passage of this ordinance by the City Cou cil of the City of West Covina and cause it to be posted in three conspicuous places in the City o est Covina, and it shall take effect thirty (30) days after it is approved.
