AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING ZONE CHANGE
NO.656.
WHEREAS, there was filed with the City a verified application on the forms
prescribed in Section 26-153 and 26-199 of the West Covina Municipal Code, a request
for a zone change to amend the "Specific Plan No. 1" (SP-1) Zone by amending the
master plan of development for the Citrus Valley Medical Center — Queen of the Valley
Campus (formerly Queen of the Valley Hospital) to allow the construction of a 94,101-
square foot maternal and child health center on that certain property generally described.
as:
Parcel Map No. 17372 in the City of West Covina as recorded in the Office of the
County Recorder, County of Los Angeles; and
WHEREAS, *the proposed zone change is consistent with the existing General Plan
land use designation for the site of "Planned Development;" and
WHEREAS, the Planning Commission, upon giving the required notice, did on the
14" day of October, 1997, conduct a duly advertised public hearing to consider the subject
application for a zone change, at which time the Planning Commission adopted Resolution
No. 10-97-4466, recommending to the City Council approval of Zone Change No. 656;
and
WHEREAS, the City Council did, on the 21 st day of October, 1997, conduct a duly
advertised public hearing as prescribed by law to consider evidence presented by the
Planning Commission, Planning Department, and other interested parties.
WHEREAS, studies and investigations made by the City Council and in its behalf
reveal the following facts:
1. The applicant is requesting approval of a zone change ' to amend the
"Specific Plan No. 1" (SP-1) Zone by amending the master plan of
development for the Citrus Valley Medical Center — Queen of the Valley
Campus (formerly Queen of the Valley Hospital).
2. The applicant is requesting the zone change to facilitate the construction of
a proposed 94, 10 1 -square foot maternal and child health center.
3. The applicant is also requesting approval of a development plan to approve
the design of the proposed project.
4. The requested zone change is necessary in order to amend the adopted
master plan of development for the Citrus Valley Medical Center — Queen
of the Valley Campus.
5. The project meets or exceeds all of the standards and requirements of the
"Specific Plan No. 1" Zone and all other applicable requirements of the
City's Zoning Code.
6. The compatible project has been designed to be and harmonious with

surrounding uses.
7. Findings.necessary for approval of a zone change are as follows:
a. There are changed conditions since the existing zoning became
effective to warrant other or additional zoning.

b. The proposed change of zone will not adversely affect adjoining
property as to value or precedent and will not be detrimental to the
area.
C. A change of zone will be in the interest or furtherance of the public
health, safety, and general welfare.
d. The approval of such a change of zone will not adversely affect the
comprehensive General Plan so adopted by the City.
e. The approval of such a zone change is consistent with the General
Plan or applicable specific plans.
8. An initial study prepared for the proposed project has disclosed that
although the project could have a significant effect on the environment,
there will not be a significant effect in this case because mitigation
measures have been incorporated into the project's design and as
conditions of approval. A negative Declaration of Environmental Impact
has been prepared for the proposed project pursuant to the requirements of
the California Environmental Quality Act (CEQA) of 1970, as amended.
WHEREAS, based on the evidence presented to the City Council, both oral and
documentary, the City Council finds as follows:
a. According to the applicants, the area of hospital design that has changed
most dramatically in the last ten years is the maternal and child health field.
The existing obstetric facilities at Citrus Valley Medical Center — Queen of
the Valley Campus are severely limited in space and lacking in patient
amenities and privacy compared to more modern facilities. The applicants
have performed an extensive analysis of the various options available for
providing more up-to-date obstetric services, both at the Queen of the
Valley and Inter -Community Campuses. This analysis concluded that the
proposed site at the Queen of the Valley Campus represented the best
available location for building this new facility. As this need was not
foreseen -at the time the Specific Plan zoning for the site was adopted, the
proposed zone change is now warranted.
b. The proposed project will provide more modern and expanded hospital
facilities; however, it will not serve to increase the intensity or level of
services provided. Consequently, the project will not generate substantial
additional traffic or otherwise impact the use or function of adjoining
properties. The several medical office buildings in the surrounding vicinity
will likely benefit from the more modern hospital facilities to be provided.
Also, improvements will be made to the hospital site in conjunction with
the project that will serve to improve parking and circulation conditions.
C. The provision of a new facility for the practice of obstetrics will be of
• significant benefit to the health, safety, and welfare of the community. It
will provide more comfortable and convenient hospital facilities, as well as
provide "state-of-the-art" services to provide enhanced medical care and
facilities.
d. The proposed zone change will not adversely affect the General Plan. The
construction of the proposed maternal and child health center help support

the stated goal of the General Plan to "ensure that the human service needs
of all City residents are being met in a satisfactory and effective manner."
e. The proposed zone change is consistent with the General Plan land use
designation of "Planned Development." The proposed zone change will
serve to amend and therefore be consistent with the adopted Specific Plan
for the site by reflecting the maternal and child health center on the site's
master plan of development. The zone change is otherwise consistent with
the adopted objectives and standards of the Specific Plan.
. NOW, THEREFORE, the City Council of the .City of West Covina, California,
does hereby ordain as follows:
SECTION NO. 1: Based on the evidence presented, and the findings set forth,
Zone Change No. 656 is hereby found to be consistent with the City's General
Plan and the land uses permitted within said zone classification.
SECTION NO. 2: A Negative Declaration of Environmental Impact has been
prepared in accordance with the California Environmental Quality Act of 1970, as
amended..
SECTION NO. 3: The City Council does hereby approve Zone Change No.
656, amending the "Specific Plan No. 1" (SP-1) Zone by amending the master plan
of development for -Citrus Valley Medical Center — Queen of the Valley Campus
(Formerly Queen of the Valley Hospital) to allow for the construction of a 94,101-
square foot maternal and child health center, as depicted on Exhibit 1.
SECTION NO. 4: The City Clerk shall certify as to the passage of this Ordinance
and shall cause the same to be published as required by law.
