ORDINANCE NO. 2002
AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA,
REORGANIZING AND RENAMING THE HUMAN SERVICES COMMISSION
TO THE "COMMUNITY SERVICES COMMISSION" BY AMENDING WEST
COVINA MUNICIPAL CODE 2-74, ET SEQ.
The City Council of the City. of West Covina, California, does ordain as follows:
SECTION 1: The City Council finds as follows:
(a) There is a need for changing the Human Services Commission name in order
to better identify its relationship to the Community Services Department;
(b) There exists public opinion that the existing name is complex and often
confused with services beyond the purpose of the Commission;
(c) The organizational requirements of the Commission must be modified to
adequately fill the Chair and Vice Chair seats.
(d) The composition of the Commission is reduced to facilitate assignments,
discussion, and focus.
(e) The members of the Human Services Commission support the renaming and
other changes related to its composition and organization.
SECTION 2: Division 2 of the West Covina Municipal Code is repealed in its entirety
and amended to read as follows:
DIVISION 2. COMMUNITY SERVICES COMMISSION
Section 2-74. Created, Composition.
A Human Services Commission, hereinafter named Community Services
Commission, is hereby maintained and composed of nine serving members, all of
whom must be residents of the City and appointed by the West Covina City
Council.
Section 2-75. Terms of Office and Removal.
The members of the Community Services Commission shall be appointed by
resolution of the City Council for staggered three year terms ending on June 30.
Each members shall hold office after the expiration of his/her term until his/her
successor is appointed and qualified. All members shall serve at the pleasure of
the City Council. By resolution, the City Council may remove a member of the
Commission from office at any time during the term for which he/she was
appointed.
Section 2-76. Vacancies.
Vacancies in the Community Services Commission occurring otherwise than by
expiration of the term shall be filled by the City Council for the unexpired term of
the Commissioner leaving the Community Services Commission on the same
terms and conditions as set out in this division.
Section 2-77. Reserved.
Section 2-78. Organization.
(a) The Community Services Commission, on each December, shall elect a Chair
and a Vice Chair from among its members, both of whom shall serve one year
terms. The Commission shall also elect a Secretary for the Commission, and
the person elected Secretary does not need to be a member of the Commission.
The Commission shall have the power to adopt rules for the transaction of
business and shall keep a record of Resolutions, findings, and determinations.
(b) Notwithstanding the initial members of the Community Services Commission
shall be the members of the Human Services Commission on the effective date
of this ordinance, who shall continue to serve out their terms as set out in the
West Covina Municipal Code 2-75 and 2-117 before their amendment. Such
members shall be reappointed or replaced as set out in subsection (a) above.
Section 2-79. Meetings.
The Community Services Commission shall hold regular meetings at least once a
month and shall determine, by Resolution, the manner in which such meetings shall
be organized and conducted, and the day of the month on which the meetings will
be held. The time and place of said meetings shall be as provided for by
Resolution adopted by the City Council. A majority of the members of the
Commission shall constitute a quorum for the transaction of business. All
meetings, including special meetings, shall be held in the manner provided for in
the Ralph M. Brown Act, Sections 54950 of the California Government Code, as it
may be amended from time to time.
Section 2-80. Compensation.
Compensation for members of the Community Services Commission shall be set by
Resolution of the City Council.
Section 2-81. Duties and Powers.
It shall be the duty of the Community Services Commission to:
(a) Aid and advise the City Council on matters pertaining to the community
service needs of the citizens of West Covina relating to:
(1) Public Recreational Services.
(2) Cultural Activities and Special Events.
(3) Youth Services.
(4) Public Transportation. .
(5) Neighborhood and Human Relations.
(6) Human Rights.
(b) Review matters pertaining to the preparation, implementation, and evaluation
of the City's Community Development Block Grant Program.
(c) Seek the assistance of citizen committees to investigate and research specific
issues concerned with community services with the concurrence of the City
Council.
to (d) Provide input to the Planning Commission and the City Council on matters
pertaining to the design and features of parks and community centers that
affect the provision of recreation and related community services.
(e) Recommend programs and activities directed toward enhancing the recreation
opportunities available to all persons in our community.
(f) Recommend to the City Council programs and activities directed toward
enhancing communication and relationships between residents, agencies,
institutions, and businesses in our community.
(g) Recommend to the City Council measures to ameliorate physical, social, and
economic conditions adversely affecting the residents of our community.
(h) Seek involvement or residents, agencies, organizations, institutions, and the
so business community to further mutual regard and understanding between all
persons of our City, and work toward constructive resolution of tensions
whenever they occur.
(i) Recommend to the City Council delinquency prevention programs that foster
respect, positive self-esteem, and personal and social responsibility.
SECTION 3: Effective Date. This ordinance shall be effective 30 days from the date of
its adoption.
SECTION 4: The City Clerk shall certify to the passage of the ordinance and shall cause
same to be published.
