AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING CERTAIN
SECTIONS OF THE WEST COVINA MUNICIPAL CODE
RELATING TO THE ESTABLISHMENT OF A NEW STREET
DESIGN CONCEPT AND THE REMOVAL OF A TRUCK
ROUTE DESIGNATION ON A PORTION OF GLENDORA
AVENUE - AMENDMENT NO. 271. (City of West Covina -
Special Street Design District)
The City Council of the City of West Covina finds as follows:
WHEREAS, the proposed amendment to the West Covina Municipal Code is
intended to create a provision to allow for the design of streets in situations where unique
circumstances exist (Special Street Design District); and
WHEREAS, the proposed code amendment also includes the removal of the truck
route designation on that portion of Glendora Avenue extending between State Street on
the south to Garvey Avenue South on the north; and
WHEREAS, the current Municipal Code provisions do not consider the unique
circumstances that are present in locations such as the northerly terminus of Glendora
Avenue extending south approximately 1,300 lineal feet to State Street; and
WHEREAS, the site is located where two street grid patterns on different axis'
converge at the south side of the San Bernardino (1-10 Freeway). As a result of the shift
in grid pattern, a unique condition is created whereby north -south vehicular movement is
interrupted by the conversion of the grids and the 1-10 Freeway bisects the city; and
WHEREAS, said code amendment is being processed concurrently with plans for
the redesign and reconstruction of Glendora Avenue between State Street on the south
and Garvey Avenue South on the north, and the adjacent public parking lot between
State Street on the south and Dalewood Avenue on the north; and
WHEREAS, the oral and documentary evidence considered in connection with the
application reveal the following facts:
1. A traffic impact analysis was prepared to evaluate existing traffic patterns
on the subject portion of Glendora Avenue to determine how the street is
currently functioning; and
2. Future traffic conditions with the implementation of the proposed street
redesign project were evaluated through the year 2010 to determine the
anticipated function of the subject portion of Glendora Avenue; and
3. The traffic impact analysis has determined that the street segment, with the
implementation of the street redesign, will not create traffic related impacts
on the subject street segment, at study intersections identified in the traffic
analysis, or on surrounding roadways; and
4. The street segment is not currently functioning as an arterial street nor is it
0 anticipated to function in this capacity; and
5. Based on the findings of an initial study, it has been determined that
although the proposed project may have a significant effect on the
environment, there will be none in this case due to the mitigation measures
which have been incorporated into the project design and required as

conditions of approval. A Negative Declaration of Environmental Impact
has been prepared for the proposed project pursuant to the requirements of
the California Environmental Quality Act (CEQA) of 1970, as amended; and
WHEREAS, based on the evidence presented, both oral and documentary, and
the findings set forth, Amendment No. 271 is hereby found to be consistent with the
General Plan and the implementation thereof.
NOW, THEREFORE, the City Council of the City of West Covina, California, does
ordain as follows:
SECTION NO. 1: The findings set out above are true and correct.
SECTION NO. 2: Chapter 19 of the West Covina Municipal Code is amended to
add subparagraph (h) to Section 19 -191 "Classification of Streets" to read as
follows:
(h) Special Street
Design District: Streets within the city demonstrating distinctive conditions
with respect to traffic circulation conditions, acceptable traffic
volumes, and land use conditions that may warrant otherwise
atypical design standards pertaining to angled, on -street
parking, modified curb -to -curb design width, special paving
treatments, pedestrian zones and public parking lots, and
other conditions as determined pertinent to the circumstances
as determined by the City Engineer.
SECTION NO. 3: Section 19-193 of the West Covina Municipal Code is
amended to read as follows:
Section 19-193 General Street Standards
All streets in the city, except freeways and special street design districts, to be
constructed, widened, extended or reconstructed shall comply with the following
general street standards:
SECTION NO. 4: Section 19-194 of the West Covina Municipal Code is
amended to read as follows:
Section 19-194 Specific Street Standards
All streets in the city, except freeways and special street design districts, to be
constructed, widened, extended or reconstructed shall comply by classification
with the following indicated street standards:
SECTION NO. 5: Chapter 22, Division 5, Section 22-141 is amended to read as
follows:
Sec. 22-141 Established
Glendora Avenue, from the SaR BeMar,d;^^ F=Fee w ay State Street to the southerly
city limits.

SECTION NO.6: Section 22-181 is amended to read as follows:
Sec. 22-181 - Diagonal parking is amended to add:
Glendora Avenue from State Street to Garvey Avenue South
SECTION NO. 7: The City Clerk shall certify to the passage of this Ordinance and
shall cause the same to be published as required by law.
