ORDINANCE NO. 1914
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER
2, ARTICLE III, DIVISION 6 AS IT RELATES TO THE DUTIES OF THE
WASTE MANAGEMENT AND ENVIRONMENTAL QUALITY COMMISSION.
WHEREAS, on November, 19, 1992, the Waste Management and
Environmental Quality Commission reviewed the duties of the
Commission and voted to recommend to the City Council changes;
WHEREAS, the recommended changes in duties clarify the role of
Commission to address environmental matters that affect the City;
and
WHEREAS, on January 19, 1993, the City Council considered the Waste
Management and Environmental Quality Commission recommendation and
voted to direct staff to prepare the appropriate Ordinance.
NOW THEREFORE, the City Council of the City of West Covina does
ordain as follows:
SECTION NO.1
The following Sections 2-129 and 2-132 of Chapter 2, Article III,
Division 6 of the Municipal Code are hereby amended to read as
follows:
Section 2-129. Organization.
The Waste Management and Environmental Quality Commission, at
its first regular meeting each July, shall elect a chairperson
and a vice -chairperson from among its members, each of whom
shall serve one-year terms. The Secretary to the Commission
shall be the Environmental Services Director or his or her
designate. The Commission shall have the power to adopt rules
for the transaction of business and shall keep a record of
Resolutions, findings and determinations.
Section 2-132. Duties and Powers.
The Commission shall:
a. Act in an advisory capacity to the City Council on
matters, pertaining to the management of hazardous and
nonhazardous wastes and environmental quality. In this
connection, the Commission shall:
1. Review the waste management options available to
the City and recommend courses of action to the
City Council to address the future waste management
needs of the City. Such an examination will
require reviews of the nonhazardous waste volume,
disposal capacities and transportation in the
county and region..
• 2. Review the Los Angeles County Solid Waste
Management Plan amendments and make recommendations
to the City Council regarding said Management Plan.
3. Review the Los Angeles County Hazardous Waste
Management Plan and make recommendations to the
City Council on said plan.
4. Review and make recommendations to the City Council
on any Waste Management Plan for implementation.

5. Review and make recommendations on any household
hazardous waste program established in.the City of
West Covina or in which the City of West Covina
participates in Los Angeles County.
6. Review and comment on the BKK Transition Land Use
Plan to the City Council.
7. Review, comment and recommend to the City Council
possible City positions on State and Federal
legislation pertaining to waste management and.
environmental issues as the legislative calendars
permit. Investigate or cause to be investigated,
and recommend to the City Council the development
of State legislation that would facilitate
transition, improve the management of hazardous and
non hazardous wastes and otherwise improve the
protection of the public's health and the
environment.
8. Conduct meetings with individuals, groups and
organizations to establish and maintain an open
dialogue for input and discussion of waste
management and environmental issues and programs
initiated by the City of West Covina and to secure
the support of the public for appropriate waste
management systems and environmental programs.
b. Review matters pertaining to the operation of the
landfill; closure and/or post -closure plans; and maintain
regulatory agency liaison as necessary.
C. Act on any other matter assigned to the Commission by the
City Council.
section 2:
Effective Date: This Ordinance shall be effective 30 days
from the date of its adoption.
Section 3:
The City Clerk shall certify to the passage of this Ordinance
and shall cause the same to be published as required by law.
